BACKGROUND
 
The Memorandum of Understanding (MOU) between the City of Alameda and the Electric Utility Professionals of Alameda (EUPA) was adopted on May 20, 2014 and covers the period from February 23, 2014, through December 26, 2015.  The proposed resolution establishes the salary rates, salary ranges, salary steps and benefits for the new classifications of Utility Information Technology Manager, Utility Information Technology Business Analyst, Utility Database Analyst, Utility Geographic Information Systems Analyst, and Computer Service Technician-AMP.
 
DISCUSSION
 
Over the past several years, the General Manager and Public Utility Board at Alameda Municipal Power (AMP) have introduced a series of initiatives to facilitate workforce development.  In support of these goals and to meet the direction and trends of the electric utility industry, staff continues to analyze and make recommendations to ensure that its workforce is appropriately classified and compensated.
 
AMP has begun implementing advanced technology programs which put a greater emphasis on advanced technology skills and competencies.  With the deployment of automated metering infrastructure, AMP requires information technology expertise in the areas of systems analysis, database administration, geographic information systems, and user technical support.
 
The City has advised EUPA of the proposed classifications and salary ranges and has received no objections to this recommendation.

There is no impact to the General Fund

ENVIRONMENTAL REVIEW
 
This action is exempt from the California Environmental Quality Act (CEQA) because it is not a project which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, CEQA Guidelines, section 15378(b)(5).
 
RECOMMENDATION
 
Adopt a Resolution amending the Electric Utility Professionals of Alameda (EUPA) salary schedule establishing the classifications of Utility Information Technology Manager, Utility Information Technology Business Analyst, Utility Database Analyst, Utility Geographic Information Systems Analyst, and Computer Service Technician-AMP.
