BACKGROUND
 
John A. Russo, City Manager for the City of Alameda, resigned effective May 1, 2015.   The City Council met in closed session on March 3 and March 11, 2015 to discuss the appointment of an Interim City Manager.
 
DISCUSSION
 
On March 11, 2015, the Council met with Elizabeth Warmerdam, Assistant City Manager, in closed session to discuss her candidacy for the position.  After discussion, the Council voted to offer the position of Interim City Manager to Elizabeth Warmerdam at a salary of $240,000 per year.  The offer was communicated to Ms. Warmerdam in closed session and Ms. Warmerdam agreed to accept the responsibilities of Interim City Manager effective May 3, 2015, subject to the City Council approval of an agreement outlining the terms and compensation for the appointment.  A copy of the agreement is attached to this report (Exhibit 1).
 
FINANCIAL IMPACT
 
Funds for this position are already included in the City Manager's department budget in the General Fund.  No additional funds are required.
 
MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE
 
This action does not affect the Alameda Municipal Code.  
 
ENVIRONMENTAL REVIEW
 
This activity is not a project and is exempt from the California Environmental Quality Act (CEQA) pursuant to section 15378(b)(4) of the CEQA guidelines, because it involves the governmental fiscal activities which does not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment.
 
RECOMMENDATION
 
Approve Agreement appointing Elizabeth Warmerdam as Interim City Manager and approve Interim City Manager pay at $240,000 annually.
