Since the last regularly scheduled Planning Board Meeting, the Zoning Administrator or Planning staff has or will take action on the following applications.

PLN14-0580 - 2440 Monarch Street - Use Permit - Applicant: Meredith Coghlan. A public hearing to consider a Use Permit to allow outdoor seating and extended business hours for an existing winery at Alameda Point.  The outdoor seating will occupy the paved area in front of the building.  The proposed extended business hours are from 10:00 p.m. to midnight on Fridays and Saturdays, where the standard permitted business hours are from 7:00 a.m. to 10:00 p.m. seven days a week. The project site is located within the AP-AR, Alameda Point Adapted Reuse District.  This project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301(a) - operation, permitting or leasing of existing private structures involving negligible or no expansion of use beyond that which exists.

PLN14-0682 3264 Adams Street (Action Date 4-14-15)  
 
This project is a revision to the Design Review application for a three-story single-family home originally noticed on January 29, 2015. This new proposal has been reduced down to an approximately 2,876 sq. ft. two-story single-family home with an overall height of approximately 26 ft. The proposal will result in the demolition of the existing 1,389 sq. ft. one-story home built in 1948, which is not listed on the Historical Building Study List. The existing driveway will be shifted towards the south, widened by two feet, and will not result in the loss of on-street parking.  The project is located within an R-1 (One Family Residential) zoning district.
 
PLN15-0083 2615 Buena Vista Avenue (Action Date 4-14-15)
The project consists of an approximately 235 sq. ft. second-story addition above an existing attached garage. The project also consists of the conversion of 86 sq. ft. of the existing garage as part of the ground floor living area. The project will result in the addition and replacement of 15 windows and 2 doors on the front and west elevations. The project is located within an R-2 (Two Family Residential) zoning district. The residence is listed on the Historical Building Study List.  Because the proposal includes additions and modifications to the existing single-family dwelling, which is located 3 feet from the west (left) property line, where a minimum five-foot setback is required, a finding must be made pursuant to AMC 30-5.7 (k) & (l), that no adverse effects such as shading, or view blockage would occur on an adjoining property.
 
PLN15-0114 1825 Elm Street (Action Date 4-14-15)
The project consists of: the demolition of both a 252 square foot accessory structure and a 114.45 square foot portion at the rear of the main house; the construction of a 495 square foot one-story addition at the rear of the main structure; and the construction of a 244 square foot deck with a finished floor of 2'8" above grade.  The net increase in habitable space will be 380 square feet. The property is located in the R-4 (Neighborhood Residential) Zoning District.
 
PLN15-0115 3260 Garfield Avenue (Action Date 4-14-15)
 
The project consists of adding a bay projection on the front elevation of a single-family bungalow.  The projection will use siding and trim materials that match the original materials, and the existing windows will be reused on the bay projection.  The project is located within an R-1 (One Family Residential) zoning district.
 
PLN15-0107 209 Haight Avenue (Action Date 4-14-15)    
 
The project consists of constructing a 265 square foot one-story addition to the rear of the main structure, and a 243.75 square foot deck with an overhead trellis.  The proposed addition will have one (1) new window and one (1) new pair of French Doors on the left/West elevation; and two (2) new windows, one (1) new pair of French Doors and one (1) new sliding patio door on the rear/North elevation.  The property is located in the R-1 (One-Family Residence) Zoning District.
 
PLN15-0106 1045 Island Drive (Action Date 4-14-15)      
 
The project consists of interior remodeling and a front entry way enclosure on the west elevation that will result in a 20 sq. ft. addition. The modifications will result in the replacement of one (1) door and one (1) window on the front (south) elevation with two windows. Three (3) windows and one (1) door on the east elevation will be replaced. The project also will add two (2) new windows and relocate one (1) door at the front entrance on the west elevation. The project is located within an R-1-A-PD (One-Family Residential - Agricultural - Planned Development) zoning district.
 
PLN15-0069 130 Maitland Drive (Action Date 4-14-15)
The project consists of the demolition of a 533 square foot detached garage built before 1942 and the construction of a 671 square foot one-story addition at the rear of the main structure.  The addition will have four (4) new windows on the left/East elevation, two (2) new windows on the rear/South elevation and one (1) new window on the right/West elevation.  The site will be served by two (2) tandem off-street parking spaces located at the rear of the property.  The property is located in the R-1 (One-Family Residence) Zoning District.
 
PLN15-0134 1567 Pacific Avenue (Action Date 4-14-15)
 
The project consists of the construction of a new approximately 193 sq. ft. second-story deck located at the rear of an existing single-family residence. The project is located within an R-4 (Neighborhood Residential) zoning district.
 
PLN15-0156 1220 Harbor Bay Parkway (APN: 074-1361-008 and 074-1339-016) (Action Date 4-21-15)  
 
The project involves ancillary structures on the Oakland Raiders athletic campus, including construction of a new 18,200 square-foot training facility and replacement of an existing 900 square-foot maintenance workshop.  The single-story training facility will be 25 feet in height and clad in prefabricated metal panels.  The new 1,800 square-foot workshop will be a prefabricated single-story structure approximately 12 feet in height.  Both buildings will be screened from public view by existing trees and privacy fences around the site.  The project is located within a CM-PD (Commercial Manufacturing Planned Development) zoning district.
 
RECOMMENDATION:
 
Staff recommends that the Planning Board accept this report.
