BACKGROUND
 
In February 2015, the Recreation and Parks Department sent out a Request for Proposal (RFP) for the design of the Cross Alameda Trail through Jean Sweeney Open Space Park.  The proposed Cross Alameda Trail will run through Jean Sweeney Open Space Park in addition to an on-street connection between Constitution Way and Webster Street to along Ralph Appezzato Memorial Parkway. The proposed path is approximately 4,000 feet long, and has the following components:
 
·      Separate walkway and bikeway asphalt or concrete paths;
·      Decomposed granite jogging path;
·      Pedestrian, bicycle, and Americans with Disabilities Act (ADA) improvements as well as way-finding signs at the intersecting streets;
·      Trees, irrigation and a bioswale as landscaping and urban runoff control consistent with the City's Bay Friendly Landscaping requirements and the Urban Greening Plan;
·      Amenities such as benches and trash/recycle receptacles; and
·      Gateway features at Constitution Way and Sherman Street.
 
DISCUSSION
 
To solicit the maximum number of bids and most competitive price, the RFP was provided to 17 separate builders' exchanges throughout the Bay Area.  A notice for the RFP was sent to over 300 consultant firms on the Public Works and Recreation and Parks listings, published in the Alameda Journal, and on the City's website.  Twenty firms were represented at the mandatory site walk.  Two consultant teams submitted proposals, which were opened on Thursday, February 26, 2015, and outlined below:

Staff held selection interviews on Wednesday, March 11, 2015.  The selection was based on the consultant team's past experience, quality and experience of key staff, understanding of work scope, and ability to meet contract requirements.  The RFP stipulated a 5% Local Preference for Alameda-based firms and both teams included at least one Alameda-based firm.  
 
After reviewing all the relevant information, staff recommends awarding a contract to BKF Engineers for $205,503, which includes a 15% contingency of $26,805.  BKF Engineering is not guaranteed any of the contingency amount, and use of the contingency will be at the sole discretion of the Recreation and Parks Director for work not originally anticipated in the plans and specification.  
 
FINANCIAL IMPACT
 
Sufficient appropriations are available in the project to cover the cost of BKF Engineering contract.
 
This project is funded by a federal grant passed through the Active Transportation Program and administered by Caltrans.  The grant has an 11.74% local match requirement.  The City's matching funds consist of Alameda County's transportation sales tax - Measure B and the Open Space Funds. $200,000 of Open Space funds have already been budgeted in the Recreation and Parks Department Capital Improvement Program (91309) - Jean Sweeney Open Space Park.  Federal Grant and the Measure B funds will be included in the FY 15-16 budget and presented to Council for approval in June 2015 as part of the Citywide Capital Improvement Budget.  There is no impact to the General Fund as a result of this project.
 
MUNICIPAL CODE/POLICY DOCUMENT CROSS REFRENCE
 
The Transportation Element of the City's General Plan shows these streets as bicycle priority streets that provide cross island access to bicyclists and as secondary transit streets.  The Transportation Element, specifically Policy 4.1.1.a, requires the City to classify streets according to preferred mode(s) of travel - such as bicycle priority streets - so as to create or preserve connected multimodal networks within the constrained right-of-way of streets.  The bikeway project also directly supports several Transportation Element policies and objectives.  This action does not affect the Municipal Code.
 
ENVIRONMENTAL REVIEW
 
The proposed contract implements the Jean Sweeney Open Space Park Master Plan evaluated in the Mitigated Negative Declaration for the Jean Sweeney Open Space Park Master Plan in accordance with the California Environmental Quality Act and approved by the City Council on July 15, 2014.  The subject project will be required to implement the appropriate mitigation measures from the Mitigated Negative Declaration.  No further environmental review is required.

To award a contract in the amount of $205,503, including contingency, to BKF Engineers for the design of the Cross Alameda Trail, Webster Street to Sherman Street through Jean Sweeney Open Space Park.
