BACKGROUND
 
The Alameda Municipal Power Unrepresented Management Employees (AMPU) Compensation Plan covers the period from February 23, 2014 through December 26, 2015.  Staff is recommending the proposed resolution in order to address the highly competitive nature of recruitment and retention in today's labor market.  Adoption of this Resolution will support an increase to the salary rates, salary ranges and salary steps for the classifications of Assistant General Manager - Administration, Assistant General Manager - Energy Resources Planning, Assistant General Manager - Customer Resources, and Assistant General Manager -Engineering & Operations.
 
DISCUSSION
The Assistant General Manager classifications provide leadership and management to strategically plan, coordinate and direct all operations and administrative activities of Alameda Municipal Power.  These highly responsible positions require extensive knowledge and skills of a highly technical, specialized and complex nature.  In order to meet market demands and continue to attract and retain a highly qualified and competent workforce in an extremely competitive labor market, it has been determined that a salary adjustment and increase of 9.3% is warranted for the classifications of Assistant General Manager - Administration, Assistant General Manager - Energy Resources Planning, Assistant General Manager - Customer Resources, and Assistant General Manager - Engineering & Operations.  This recommendation is in direct support of the Alameda Municipal Power strategic objective to attract and retain an effective workforce that is appropriately aligned, well trained, equipped with the right tools and technology, and properly recognized.
The proposed salary range for the classifications of Assistant General Manager - Administration, Assistant General Manager - Energy Resources Planning, Assistant General Manager - Customer Resources, and Assistant General Manager - Engineering & Operations is $139,000 to $168,955 per year.  
 
FINANCIAL IMPACT
 
The proposed increase of 9.3% will be effective May 17, 2015.  Sufficient appropriations are available in the current AMP departmental budget to accommodate this increase.  For fiscal year 2014-15, the department estimates increased costs will be approximately $7,800.  The increased costs for fiscal Year 2015-16 are expected to be approximately $68,800 and will be included in the department's next year budget.

ENVIRONMENTAL REVIEW
 
This action is exempt from the California Environmental Quality Act (CEQA) because it is not a project which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, CEQA Guidelines, section 15378(b)(5).
 
RECOMMENDATION
 
Adopt a resolution amending the Alameda Municipal Power Unrepresented Management Employees (AMPU) Salary Schedule revising the salary ranges for the classifications of Assistant General Manager - Administration, Assistant General Manager - Energy Resources Planning, Assistant General Manager - Customer Resources, and Assistant General Manager - Engineering & Operations.
