BACKGROUND
 
On December 17, 2014, Public Works executed a professional services contract with Faithful & Gould.  This contract was awarded after Faithful & Gould's proposal was ranked highest on price, quality, and experience.  Their firm has performed thousands of facility condition assessments, including recently at the municipalities of Novato and Santa Monica, and the state governments of Oregon and Utah.
 
A facility condition assessment establishes baseline asset inventory of facilities, the facilities' condition, renewal needs, and rates of investment required to keep them in various conditions.  These assessments are a key part of Public Works' development of a ten-year facilities plan and options for funding the plan.
 
DISCUSSION
 
Faithful & Gould have performed these assessments for twenty-six City of Alameda-owned facilities.  The work and results to date are very positive.  For this reason, staff recommends approving a contract amendment to perform assessments at the City's remaining buildings.  This amendment extends the same unit costs as Faithful & Gould included in their original proposal.  The remaining facility condition assessments will be completed this summer and revised based on staff input in the early fall.  By end of the calendar year, staff will return to City Council to share the assessment results and the City's options for funding future facilities improvements.
 
FINANCIAL IMPACT
 
The project is budgeted in the Capital Improvement Program (Project No.90665) with monies allocated from the FY14-15 General Fund Surplus (Fund 001) by Resolution 14990.
 
MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE
 
This action does not affect the Municipal Code.
 
ENVIRONMENTAL REVIEW
 
In accordance with the California Environmental Quality Act (CEQA), this project is Categorically Exempt under the CEQA Guidelines Section 15301(c), Existing Facilities.
 
RECOMMENDATION
 
Approve a First Amendment to the Agreement to add the amount of $74,786, including contingencies, for a total amount of $149,785 to Faithful & Gould Inc. for facility condition assessments.
