Adoption of Resolution Approving the Alameda County Transportation Commission Measure BB Master Programs Funding Agreement and Authorize the Interim City Manager to Execute all Documents

BACKGROUND

On November 4, 2014, voters approved the 2014 Transportation Expenditure Plan ("Measure BB"), a half-cent transportation sales tax that extends the existing 2000 Measure B transportation sales tax, and augments it by a one-half cent to fund projects and programs in Alameda County. The Transportation Expenditure Plan is attached as Exhibit 1.

The Alameda County Transportation Commission (Alameda CTC) is responsible for distributing Measure BB revenues to local jurisdictions. Measure BB funds are distributed by formula to eligible recipients as defined in the Transportation Expenditure Plan. As a recipient of Direct Local Distribution (DLD) funds, the City of Alameda will use these funds for local streets maintenance and improvements, bicycle and pedestrian infrastructure, and paratransit programs.

DISCUSSION

In order to receive and use Measure BB DLD Program funds, the City of Alameda must enter into a Master Funding Agreement between the Alameda CTC and City of Alameda. The Alameda CTC has developed a Measure BB Master Programs Funding Agreement (MPFA) (see Exhibit 2) that specifies Measure BB DLD funding allocations, Alameda CTC's responsibilities, and the recipient's responsibilities for revenues collected from April 1, 2015 through June 30, 2016.
