BACKGROUND
 
The City of Alameda (City) is the owner of Pier 2 at Alameda Point.  Due to severe deterioration and the overall poor physical condition of the present sewer system servicing the Ready Reserve Fleet vessels at Pier 2, a complete replacement was sought.  The City proposes to abandon the existing under deck system for a new, above deck HDPE pipe system.  On March 10, 2015, under the direction of the City, PM Realty Group (PMRG) sent out a Request for Proposal (RFP) for Pier 2 sewage system replacement.  The proposed project will include the full range of services including engineering, design, and installation of a new sanitary sewer pipe system using all new equipment.  
 
DISCUSSION
 
To solicit the maximum number of bids and most competitive price, the RFP was provided to 21 separate builders' exchanges throughout the Bay Area.  A notice for the RFP was sent out to all the contractors on the Public Works listing, published in the Alameda Journal, and put on the City's website.  A total of nine contractors attended the mandatory pre-bid meeting and is outlined below.

One contractor submitted a proposal, which was opened on Friday, April 10, 2015 and is outlined below.

The proposal was reviewed on April 14, 2014.  Staff recommends awarding a contract to Power Engineering Construction Co. (Power) for $1,391,466, which includes a 10% contingency of $126,497.  Power is not guaranteed any of the contingency amount and use of the contingency will be at the City's sole discretion for work not originally anticipated in the plans and specification.  The RFP also informed the successful bidder that they shall pay not less than the prevailing rate of per diem wages as determined by the State and Federal Government.  A copy of the contract is attached as Exhibit 1.
 
FINANCIAL IMPACT
 
$1,391,466 will be appropriated from the Base Reuse Fund Balance Reserve for Piling Replacement (Fund 858) to cover the cost of the contract and a contingency.  There is no financial impact to the General Fund.
 
MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE
 
This action does not affect the Alameda Municipal Code.
 
ENVIRONMENTAL REVIEW
 
In accordance with the California Environmental Quality Act (CEQA), this project is Categorically Exempt under the CEQA Guidelines Section 15301(c) - Existing Facilities.
