BACKGROUND
 
On September 22, 2014, the Planning Board recommended approval of the Del Monte Master Plan and other entitlements for the Del Monte Warehouse site.  On December 16, 2014 the City Council approved the Master Plan.  The Master Plan establishes the arrangement of streets, parking areas, and buildings on the 11.06 acre site.  
 
The applicant, TL Partners I, LP, is now requesting approval of a proposed Tentative Map to subdivide and 11.06 acre parcel into seven separate parcels to implement the Del Monte Master Plan.    The Tentative Map creates four parcels for building pads and three parcels for internal circulation and parking.  
 
To facilitate the over $100 million cost of rehabilitation for the Historic Del Monte building, TLC is proposing two separate parcels, which, the proposed parcels will facilitate the acquisition of construction financing in two phases. (Parcels 1 and 2 on the map.)  
 
Parcel 3 is designed to be transferred to the City of Alameda Housing Authority for the 31-unit affordable housing project described in the companion Design Review staff report.  (See Item 7-C.)
 
Parcel 4 is a parcel for a future residential or mixed use project that is not yet designed.  Pursuant to the Master Plan, no construction may commence on parcel 4 until a development plan and design review application for the property is approved by the Planning Board.  
 
Parcels 5 through 7 are for interior roads consistent with the Master Plan.  Cross access easements allow for public access and use of the roads by all property owners and visitors to the property.  Pursuant to the Master Plan, no development other than roadway and parking improvements are permitted on parcels 5 through 7.  
 
ANALYSIS
 
Staff is recommending that the Planning Board approve the draft resolution recommending approval of the proposed tentative map.   Staff supports the proposed subdivision because it:   
 
·      Is in conformance with the General Plan, the Zoning Ordinance and the City Council- approved 2014 Del Monte Master Plan for the site;
 
·      Supports residential use of the property consistent with the Master Plan and the 2015-2023 General Plan Housing Element;     
 
·      Facilitates rehabilitation and reuse of the historic Del Monte Warehouse consistent with the Secretary of Interior Standards;
 
·      Supports the $2 million contribution for construction of Jean Sweeney Open Space Park;  
 
·      Supports construction of 55 affordable housing units, 24 of which will be located within the historic Del Monte building and the remaining 31 to be built by the City of Alameda Housing Authority as a stand-alone project adjacent to the Del Monte Building;   
 
·      Supports expanded transportation services for the Northern Waterfront;
 
·      Supports creation of the Beneficial Transfer Fee Agreement for one-quarter percent sales tax upon resale of each residential unit within the project to be used on public park maintenance; and  
 
·      Facilitates construction of the Clement Avenue extension from Atlantic Avenue to Entrance Road. The Clement extension will include two travel lanes, on-street parking, and a cycle-track for two-way bicycle access to continue the Cross Alameda Trail and allow the ultimate relocation of the Buena Vista truck route to Clement Avenue.
 
PUBLIC NOTICE AND COMMENTS
 
Property owners and residents within 300 feet of the project's boundaries were notified of the public hearing and given the opportunity to review the proposal.  No comments have been received as of May 13, 2015.  
 
ENVIRONMENTAL REVIEW
 
An Environmental Impact Report (EIR) was adopted for the Northern Waterfront General Plan Amendment and a Subsequent Mitigated Negative Declaration (SMND) was prepared for the project pursuant to the California Environmental Quality Act (CEQA). A Mitigation Monitoring program was also adopted to minimize or eliminate the identified environmental impacts.  The proposed tentative map is consistent with and implements the approved Master Plan.  No further environmental review is required.
 
RECOMMENDATION
 
Hold a public hearing and adopt the Draft Resolution recommending City Council approval of the Tentative Map (Tract 8254) application PLN15-0165 for the seven lot subdivision at 1501 Buena Vista Avenue.
