BACKGROUND
 
The Transportation Development Act (TDA), Public Utilities Code Sections 99233.3 and 99234, makes funds available in the nine-county Metropolitan Transportation Commission (MTC) region for pedestrian/bicycle purposes.  MTC makes annual allocations of TDA Article 3 funds to eligible claimants after review of applications submitted by counties or congestion management agencies.  All cities and counties in each of the nine MTC region counties are eligible to claim funds under TDA Article 3. Joint powers agencies also are eligible.  Funds are allocated and apportioned by population, and are submitted as part of a countywide coordinated TDA Article 3 claim.  MTC has allocated funds for TDA Article 3 pedestrian/bicycle projects for Fiscal Year (FY) 15-16, which total $65,000 for the City of Alameda.  
 
DISCUSSION
 
For the FY15-16 TDA Article 3 funding cycle, the Public Works staff requests approval to submit an existing crosswalk improvement project at Pacific/Fourth Street intersection that currently serves the Academy of Alameda Middle School, Woodstock Park/Alameda Boys & Girls Club, Bay Area School of Enterprise/Woodstock Child Development, and residents in the area.
 
The existing crosswalk at this location will be upgraded to provide a rectangular rapid flashing beacon at Pacific/Fourth and an additional advance flashing beacon in the eastbound and westbound direction to allow for the safe crossing by pedestrian, transit patrons and bicyclist at Pacific/Fourth Street intersection. For the City to receive these TDA Article 3 funds, MTC requires that the City Council adopt a resolution indicating support for the proposed projects.
 
FINANCIAL IMPACT
 
For TDA Article 3 (Fund 310), Public Works staff is requesting that $ 65,000 be used for the upgrade of the existing crosswalk at Pacific/Fourth Street. This project will not impact the General Fund.
 
RECOMMENDATION
 
Recommend the allocation of $65,000 in FY15-16 TDA Article 3, pedestrian/bicycle project funding and adopt a resolution indicating support for this project to the City Council.
