Minutes of the Regular Meeting, May 28. 2015
1.      CALL TO ORDER AND ROLL CALL  
 
President Biggs called the meeting to order at 7:06 p.m.  Present were Vice President Villareal, and members Blake, Radding, and Sorensen. Absent were members Williams and Hyman.
2.      APPROVAL OF MINUTES
 
The minutes of the regular meeting of April 23, 2015 were approved as presented.

3.      AGENDA ITEMS
 
3.-A      DEVELOP A PROCESS TO CONDUCT A SECOND HOMELESS COUNT TO GAIN ADDITIONAL INFORMATION AND A FULLER UNDERSTANDING OF ALAMEDA'S UNSHELTERED HOMELESS
President Biggs shared that he will present the Board's summary report of the Homeless Count conducted
By SSHRB in September 2014, to the City Council at its meeting on June 11. He added that the report
Would make the Mayor and Council aware of SSHRB's plans to conduct a second count before the end of
July.
 
A discussion then ensued as to the process for undertaking the second count. It was agreed that a
weekday, The third or fourth week of July, should work best for both volunteers and APD staff. Once a
tentative date has been selected, staff will check with APD, to assure that it works for their staff.
 
Member Blake shared that, whenever possible, it would be helpful to have a police officer or APD VIP
accompany each team. President Biggs suggested having "veterans" of the September count act as team
captains. Member Radding added that it is important to include time for a role-play exercise in the
training.  Staff agreed to take an inventory of backpacks remaining from the previous count. Member
Blake volunteered to join President Biggs and member Radding on the Homeless Count Committee.
 
 
3.-B       REQUEST FOR SSHRB TO CONDUCT THE SECOND ANNUAL CITY OF ALAMEDA COMMUNITY SERVICES AWARDS RECOGNIZING AND HONORING INDIVIDUALS AND ORGANIZATIONS FOR THEIR SERVICE TO THE COMMUNITY
 
President Biggs shared that the 2014 inaugural City of Alameda Community Service Awards event,
Conducted by SSHRB, ran smoothly and was well received by the community. He reminded the Board
that the awards were given out at the ARPD Everything Alameda event in September, and that eight
awardees were also recognized, following the reading of the Extra Mile Proclamation, at the October 21,
2014 meeting of the City Council. In the absence of Member Williams, President Biggs is requesting that
the Board adopt and conduct the Community Service Awards event as an annual project. He shared that
member Williams has agreed to chair the committee, and convene a planning meeting for this year's
event. Member Sorensen offered to join member Williams and Hyman in the planning of the event.
 
A brief discussion included the idea of continuing to use the Extra Mile program, which celebrates
November 1 as a day to recognize extraordinary acts of community service, and to consider bringing back
a Recognition Breakfast, using the former Heroes Breakfast format.
 
A Motion was made to have the Board adopt and conduct the Community Service Awards event as an
Annual project.

4.       BOARD/STAFF COMMUNICATIONS, NON-AGENDA
 
Staff announced that, in addition to the Board voting to support Laura's Law and have President Biggs write a letter to the City Council encouraging it to do the same, the ACCYF has also voted to support Laura's Law. He added that Mayor Spencer is placing an item on the Council agenda asking for its support of Laura's Law.
 
President Biggs announced that he had received a request from the Commission of Disabilities Issues for the Board to add questions related to its Quality of Life Survey
