BACKGROUND

On June 22, 2015, the Planning Board unanimously adopted a resolution recommending that the City Council deny a Tentative Map amendment, Development plan and Design Review application for the 182 unit project located at 2229-2241 Clement Street at the corner of Clement Street and Oak Street commonly referred to as the "Boatworks Project"

On June 29, 2015, the project applicants notified the City that they are withdrawing their applications and would like to initiate a cooperative planning process with the Planning Board and community to prepare a new Development Plan and Design Review application for the site.

At this time, staff is requesting that the Planning Board establish an ad-hoc subcommittee to work with staff, the applicant, and interested neighbors to develop a plan for the property. The work will use the 2011 City Council approved Tentative Map for 182 units and waterfront park (see Figure 1 below) as the starting point for the work. The major planning and design challenges for the subcommittee will include:

1. Designing an attractive, safe and unique waterfront park of that includes water access.

2. Designing a network of internal streets, paths, and paseos through the site to the waterfront park that includes adequate visitor parking and drop-off areas and safe intersections for pedestrians, bicyclists, and motorists at the Blanding/Oak Street Intersection and at the Elm/Clement intersection.

3. Preparing the architectural designs for the new buildings that will front onto Clement Avenue, Oak Street, the waterfront park and the internal streets, paths, and paseos.

4. Creating an affordable housing phasing plan for the project.
