BACKGROUND

On March 4, 2014, the City Council adopted plans and specifications and authorized a call for bids for the Shore Line Drive/Westline Drive/Broadway bikeway project. On July 15, 2014, the City Council rejected the sole bid and authorized a rebid. On October 7, 2014, the City Council awarded a contract to Chrisp Company in the amount of $796,923.22 for the project, including contingencies.

DISCUSSION

The project has been completed in accordance with the plans and specifications and is acceptable to the Public Works Department. The project reduced the number of motor vehicle travel lanes from four to two or three lanes depending on the street section; installed a cycle track, cycle track buffer, parking spaces, loading zones, bicycle parking, marked crosswalks, beach parking signs, benches and bus shelters; constructed minor drainage improvements; made upgrades to comply with Americans with Disability Act; constructed bus landing islands, and a shuttle bus landing area.

Chrisp Company's final project cost, including extra work orders, is $761,522.20.

FINANCIAL IMPACT

The funds for this project were budgeted in the Capital Improvement Program (91171) - Shore Line Drive/Westline Drive Bikeway Project. The project's total budget of $1,041,800 is comprised of a Caltrans's HSIP grant ($416,400); Transportation Development Act Article 3 funds ($46,400); development impact fees ($509,000, Fund 340); and Measure B ($70,000, Fund 215). There is no impact to the General Fund.
