BACKGROUND

 

The Memorandum of Understanding (MOU) between the City of Alameda and the Alameda City Employees Association (ACEA) was adopted on June 19, 2012 and covers the period from January 1, 2012, through December 26, 2015.  The Fiscal Year (FY) 2015/16 Budget approved by Council on June 2, 2015 included a workforce change authorizing a Park Maintenance Foreperson position to replace a vacant Park Maintenance Worker position. Additionally, a planned restructure of Park Maintenance staff through retirements and attrition will include reassigning two semi-skilled Park Maintenance Worker positions to a higher level, skilled Park Maintenance Worker II classification. The proposed resolution amends the ACEA Salary Schedule to establish the salary range, salary steps, salary rates and benefits for the new classifications of Park Maintenance Foreperson and Park Maintenance Worker II.

 

DISCUSSION

 

Park Maintenance staffing currently consists of 10 Park Maintenance Workers and one Equipment operator, all of whom report to the Park Manager.  Alameda Recreation and Park Department (ARPD) staff have developed a new Park Maintenance staffing plan consisting of multiple classifications with varying skill and responsibility levels.  This provides more efficient and comprehensive park maintenance operations while maintaining the budget; a better utilization of skill sets; increased opportunities for job growth and staff advancement; and improved work direction and oversight. The new Park Maintenance Foreperson will coordinate and monitor daily staff work plans, and provide oversight to maintenance project workers and work crews. The new Park Maintenance Worker II classification will perform skilled maintenance work in a variety of specialties including irrigation systems and facility construction and repair.

 

The proposed range for Park Maintenance Foreperson is $26.07 to $36.68 per hour, which is equivalent to Public Works Maintenance Team Leader.  The proposed range for Park Maintenance Worker II is $21.54 to $30.31 per hour, with the top step being 5% higher than the top step of the Park Maintenance Worker I.

 

Human Resources and ARPD staff met with ACEA representatives who are in agreement with the Park Maintenance staffing restructure through retirements and attrition.

 

FINANCIAL IMPACT

 

The FY15/16 Budget and workforce changes approved by Council on June 2, 2015, included funding for the Park Maintenance Foreperson and sufficient funding for the ARPD staffing plan through attrition.

ENVIRONMENTAL REVIEW

 

This action is exempt from the California Environmental Quality Act (CEQA) because it is not a project which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, CEQA Guidelines, section 15378(b)(5).

 

RECOMMENDATION

 

Adoption of a Resolution amending the Alameda City Employees Association (ACEA) Salary Schedule to establish the classifications Park Maintenance Foreperson and Park Maintenance Worker II.
