BACKGROUND

 

In accordance with requirements of the Final Consent Decree for Case Nos. C09-00186 and 09-05684, of which the City of Alameda is part to, the Public Works Department is upgrading existing sanitary sewer pump stations to limit public health impacts associated with sanitary sewer overflows and to improve reliability and safety.  On February 15, 2011, the City Council awarded two contracts to Schaaf and Wheeler for the preparation of engineering documents for Phase 1 ($433,431) and Phase 2 ($93,373) of the City of Alameda Sewer Pump Station Upgrades.  The professional services to be provided in these contracts include the preparation of engineering plans specifications, detailed estimates, project management assistance to review future contractor design submittals, change orders, requests for information, and site inspections prior to and during construction.  The two phases combined included work on 32 individual pump stations.  The original contracts assumed one set of bid documents would be prepared for each phase, for a total of two sets of bid documents and construction support services for two separate construction contracts.

 

As the design work progressed, the City realized that phasing the work of 32 pump stations into only two phases was unwieldy and slow-moving. Subsequently, the City entered into a third contract with Schaaf and Wheeler to prepare four sets of bid documents instead of two.  Smaller grouping allowed some stations to be constructed as design moved forward on others.  To date, two groups have been constructed (Group A and Group 1) and staff is seeking, under a separate agenda item tonight, Council adoption of the plans and specifications and an authorization to call for bids for the third group (Group 2).  This amendment would provide for bid and construction management support for the third group, Group 2, which includes improvements to six pump stations.

 

DISCUSSION

 

The original Phase 1 and Phase 2 contracts for pump station upgrades assumed one set of bid documents for each phase and one set of engineering support services during construction for each phase.  Since the original phasing evolved into four groups, the services during construction in the original contracts were used by the first two groups constructed.  We are now ready to construct the third group and require additional services provided by this Fifth Amendment.

 

The following outlines the contract amendments:

 

                     First Amendment - extended the contract term for one year to June 30, 2012;

                     Second Amendment - extended the contract term for one year to June 30, 2013;

                     Third Amendment - extended the contract term for one year to June 30, 2014; and,

                     Fourth Amendment - extended the contract term for one year to June 30, 2015.

 

The Fifth Amendment extends the contract term another year to June 30, 2016 and adds an additional $50,247 for bid and engineering support services during construction for the third group.  A sixth amendment for this contract is expected when design is complete for the final group of pump stations (late 2015).

 

The pump stations to be renovated in this group include:

 

1.                     Pump Station #1: Adelphian - 107 Adelphian Way

2.                     Pump Station #9: Verdemar - 1101 Verdermar Drive

3.                     Pump Station #11: Harbor Bay Parkway II - Harbor Bay Parkway at South Loop Road

4.                     Pump Station #18: Willow/Whitehall - southwest corner of Willow Street and Whitehall Place

5.                     Pump Station # 42: Haile - Haile Street at Willie Stargell Avenue

6.                     Pump Station #13: Bay Fairway - 300 Island Drive

 

Construction on this project is expected to begin in the fall of 2015.

 

FINANCIAL IMPACT

 

The project is budgeted in the Capital Improvement Program (91008) Sewer Pump Station Upgrades: Reliability, with monies allocated from the Sewer Enterprise Fund (Fund 602). There is no impact to the General Fund.

 

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

This action does not affect the Municipal Code.

 

ENVIRONMENTAL REVIEW

 

In accordance with the California Environmental Quality Act (CEQA), this project is

Categorically Exempt under CEQA Guidelines Section 15301 - Existing Facilities.
