BACKGROUND

The Memorandum of Understanding (MOU) between the City of Alameda and the Electric Utility Professionals of Alameda (EUPA) was adopted on May 20, 2014 and covers the period from February 23, 2014, through December 26, 2015. The proposed resolution establishes the salary rates, salary ranges, salary steps and benefits for the new classifications of Utility Analyst and Utility Project Manager.

DISCUSSION

Over the past several years, the General Manager and Public Utility Board at Alameda Municipal Power (AMP) have initiated a series of initiatives to facilitate workforce development. In support of these goals and to meet the direction and trends of the electric utility industry, staff continues to analyze and make recommendations to ensure that its workforce is appropriately classified and compensated.


AMP is continuing to implement advanced technology programs, which put a greater emphasis on advanced technology skills and competencies. With the deployment of automated metering infrastructure, AMP requires the additional analytical and project management expertise that will be provided by the Utility Analyst and Utility Project Manager.

The City has advised EUPA of the proposed classifications and salary ranges and has received no objections to this recommendation.

FINANCIAL IMPACT

There is no impact to the General Fund.
