BACKGROUND

 

The current City of Alameda Executive Management (EXME) Compensation Plan commencing June 17, 2012 and ending December 26, 2015, was approved by the City Council on June 19, 2012.  The Compensation Plan was amended by the City Council on November 5, 2013 to establish the classification of Administrative Services Director.

 

Additionally, a workforce change was approved by the City Council on November 5, 2013 that moved oversight of the Human Resources Department from the Human Resources Director classification to an Administrative Services Director position, eliminating the Human Resources Director position from the City’s authorized positions and adding the Administrative Services Director classification.  The Human Resources Director classification was retained as an active but unused classification in the Executive Management Compensation Plan.  The new Administrative Services Director classification was assigned oversight of Human Resources, Information Technology (IT), Public Procurement, and Contract Compliance, with major city-wide software/hardware upgrades oversight retained in the City Manager’s Office. 

 

DISCUSSION

 

In order to better provide efficient and effective oversight of the Human Resources Department and ensure comprehensive and coordinated provision of all Human Resources services and functions, it has been determined that the needs of the City are best served by a position and classification requiring direct, broad and extensive experience in all major phases of Human Resources administration and management.  To that end, staff is proposing elimination of the Administrative Services Director classification from the Executive Management Compensation Plan, and a workforce change to modify the City’s authorized positions in the Human Resources Department to replace the Administrative Services Director position with a Human Resources Director position.  With the proposed change, oversight of Information Technology will be retained by the City Manager’s Office and Procurement and Contract Compliance will be overseen by the Finance Department where it resided previously.

 

FINANCIAL IMPACT

 

There is no impact to the General Fund to replace the Administrative Services Director position in the Human Resources Department with a Human Resources Director position, as the salary ranges for both classifications are the same. The FY15/16 budget approved by Council on June 2, 2015, included funding for the Administrative Services Director position.

ENVIRONMENTAL REVIEW

 

This action is exempt from the California Environmental Quality Act (CEQA) because it is not a project which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, CEQA Guidelines, section 15378(b)(5).

 

RECOMMENDATION

 

Adopt Resolution amending the City of Alameda Executive Management (EXME) Compensation Plan to eliminate the classification of Administrative Services Director; and Adopt Resolution approving workforce changes in the Human Resources Department.
