Brief description of the subject to be printed on the agenda, sufficient to inform
the City Council and public of the nature of the referral:
Request that the Interim City Manager update the City Council on the unanimous
direction given by the City Council on December 3, 2013 to negotiate tentative
Project Stabilization Agreements as over twenty-one (21) months have elapsed
without the City Manager/Interim City Manager bringing a revised resolution back
to the City Council as directed (meeting minutes attached). Request that the City
Council provide direction to the Interim City Manager on the priority, deadline,
and parameters of Project Stabilization Agreements for Alameda Point (based on
the agreement recently entered into regarding Site A) and Public Works projects.
As background, on September 21, 2010, the City Council discussed two similar
referrals - one submitted by Vice Mayor Frank Matarrese (then still in his
previous tenure as a councilmember) and one submitted by former Mayor Marie
Gilmore (also still in her term as councilmember and not yet elected Mayor)
(referrals attached). At the meeting, Council gave direction to the then Interim
City Manager to review templates for Project Labor Agreements and provide
council with an update sixty (60) days later (minutes attached).
Three years later, on September 24, 2013, the City Council conducted an
extensive discussion regarding possible Project Labor Agreement (PLA) policy
