BACKGROUND
In order to streamline the Federally required environmental review process, local jurisdictions are encouraged to enter in to a Programmatic Agreement (PA) with California’s State Historic Preservation Officer (SHPO). Alameda’s Programmatic Agreement (PA) was brought to you on January 3, 2013 for your review and to receive any public comments. All comments were then forwarded to the SHPO and the agreement was approved and signed by both the SHPO and the City and was effective on April 30, 2013 after submission to the Advisory Council on Historic Preservation (ACHP).
The PA requires the City to document in writing all actions taken pursuant to the PA and report the activities to the SHPO the ACHP and the Historical Advisory Board (HAB) in a Programmatic Agreement Compliance Report (PACR) each year. The Housing Authority of the City of Alameda has prepared the attached PACR (Attachment 1) on behalf of the City as required by the PA. This report covers the period from July 1, 2014 through June 30, 2015. This is the second compliance report to be submitted by the City under the terms of this agreement.
DISCUSSION
The agreement and annual report relates to projects subject to environmental review under the National Environmental Policy Act and HUD’s implementing regulations at 24 CFR Part 50, Protection and Enhancement of Environmental Quality, as well as Section 106 of the National Historic Preservation Act (NHPA), 16 U.S.C. § 470f, and NHPA’s implementing regulations at 36 C.F.R. Part 800, Protection of Historic and Cultural Properties.
The PACR identifies undertakings whose effects on historic properties are negligible compared with those which have greater potential to affect historic properties and to report those projects to the SHPO, ACHP and HAB. Any projects with greater impact would be submitted for comment to the City’s HAB and SHPO as a part of the City’s Planning review process. The Northwest Information Center at Sonoma State University is consulted for projects that might have an archaeological impact.
This PACR identifies only those properties whose rehabilitation is funded through HUD-funded programs. The City sponsors various rehabilitation programs with this funding: Alameda County Healthy Homes Partnership Grant Program, Housing Rehabilitation, Minor Home Repair Grant, Rental Rehabilitation, Safety Modification Grant, Soft Story Structural Assessment Grant for Rental Properties, and the Substantial Rehabilitation Program.
