BACKGROUND

 

On May 20, 2014, the City Council adopted plans and specifications and authorized a call for bids for Cyclic Sewer Rehabilitation Project, Phase 11, No. P.W. 06-13-16.  On September 2, 2014, the City Council awarded a contract in the amount of $4,583,938, including contingencies, to Ranger Pipeline, Inc. for the project.  The project specifications allow for an annual extension for up to four additional years.  Annual extensions will be based on mutual agreement and satisfactory performance of all aspects of the contract.  Contract prices will be adjusted in accordance with the construction cost index reported in the Engineering News Record for the San Francisco Bay Area and the terms of the contract remain the same.

 

The principal goal of the sewer rehabilitation program is to improve the health and safety of the residents of Alameda by rehabilitating the sanitary sewer collection system, eliminating overflows, and reducing the amount of infiltration and inflow into the sewer system.  Completion of this work is also required for compliance under Final Consent Decree for Consolidated Case Nos. C 09-00186-RS and C 09-05684-RS.

 

DISCUSSION

 

The Public Works Department is satisfied with the work done by Ranger Pipeline Inc. and would like to use the contract extension clause and award a contract for cyclic sewer rehabilitation project, phase 12, in the amount of $4,237,790.28, including contingencies.  Two and half miles of sewer main, associated manholes and lower laterals will be replaced as part of this project.  The locations were prioritized for replacement based on condition and environmental consequences.  The locations are as follows:

 

                     Ralph Appezzato Memorial Parkway, Main Street to Third Street

                     Eagle Avenue, Constitution Way to just west of Webster Street

                     Webster Street, Pacific Avenue to Haight Avenue

                     Alameda Avenue, Walnut Street to Union Street

                     Versailles Avenue, San Jose Avenue to Central Avenue

                     Thompson Avenue, High Street to Fernside Boulevard

                     Marina Drive, Tilden Way to High Street

                     Fernside Boulevard, Encinal Avenue to Central Avenue

                     Broadway, La Jolla Drive to Otis Drive

                     Palmera Court and Dayton Avenue

                     Clinton Avenue, Paru Street to Lafayette Street

 

It is expected that cyclic sewer, phase 12, will commence on or about October 1, 2015, and that the work will be completed by June 30, 2016.

 

FINANCIAL IMPACT

 

The project is budgeted in the Capital Improvement Program (Project No. 91603), with monies from the Sewer Enterprise Fund (Fund 602).  There is no impact to the General Fund.

This action does not affect the Municipal Code.

 

ENVIRONMENTAL REVIEW

 

In accordance with the California Environmental Quality Act (CEQA), this project is Categorically Exempt under CEQA Guidelines Section 15301(b), Existing Facilities.

 

RECOMMENDATION

 

Award a contract in the amount of $4,237,790.29, including contingencies, to Ranger Pipeline Inc. for cyclic sewer rehabilitation project, phase 12, No. P.W. 01-15-01.
