BACKGROUND

 

Section 65400 of the California Government Code requires the City to file an annual report addressing the status of the General Plan Housing Element and progress made toward implementing its goals and policies. The report must be submitted to the Department of Housing and Community Development (HCD) and the Governor’s office of Planning and Research (OPR). The Alameda Housing Element was adopted by the City Council in 2014.

On October 12, 2015, the Planning Board unanimously recommended approval of the draft 2014 Annual Report (Exhibit 1).

DISCUSSION

The Housing Element Annual Progress Report for 2014 is attached for City Council review. The purpose of the annual report is to track and monitor progress in addressing the City’s housing needs, goals and policies. HCD has specific reporting requirements for housing elements which consist of a series of tables. The tables summarize the City’s progress in each year for producing various types of housing units and implementing a variety of programs contained in the current Housing Element.

HCD requires reporting on the number of housing unit permits issued during each year, including the type of units (single family, multiple family, etc.) and the level of affordability (very low-, low-, moderate- and above moderate-income). Over the one-year period, a total of 54 market rate and one moderate-income housing unit permits were issued. This represents three percent (3%) of the eight-year Regional Housing Needs Allocation (RHNA) established for the city by Association of Bay Area Governments (ABAG).  With construction underway at Alameda Landing and Marina Shores, the annual report for 2015 will show a dramatic increase over the 2014 residential permits issued.

Table C of the annual report tracks the City’s implementation of Housing Element policies and action programs. The table lists each Housing Element implementation program, the City’s adopted objective for that program, the progress the City made toward meeting that objective, and any additional actions recommended for 2015 and future years to improve implementation and achieve those objectives.

Overall, Table C documents that the City is generally meeting its program objectives. 

FINANCIAL IMPACT

 

There is no impact to the General Fund by approving the 2014 Housing Element Annual Progress Report.

 

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

Section 65400 of the California Government Code requires the City to file an annual report addressing status of the Housing Element and progress toward implementing its goals and policies.

ENVIRONMENTAL REVIEW

The proposed action is categorically exempt from further review pursuant to CEQA Guidelines Section 15262 (Planning Studies).

RECOMMENDATION

Adopt a resolution approving Housing Element Annual Progress Report for 2014 and authorizing submittal to the California Department of Housing and Community Development and the Governor’s Office of Planning and Research.
