BACKGROUND

 

As part of our effort to be the most productive and efficient Public Works agency in the Bay Area, the Public Works Department is implementing Lucity, a computerized maintenance management system, with geography as the focal point for easy data management, retrieval, and analysis.  Having geospatially organized asset data facilitates more effective maintenance and capital improvement programs.

 

The City has developed geographic inventory layers for sewer and storm assets, as these were part of the Phase 1 Lucity Implementation.  The City now needs to develop layers for streets, signs, signals, sidewalk, and medians.  In December 2014, as part of the storm asset data collection, the City deployed a vehicle to drive City streets, capturing Mobile LiDAR data of all assets in the public right of way.  Mobile LiDAR is an innovative mapping solution that incorporates advanced sensors, cameras, and position/navigation to collect survey-quality point data quickly and accurately.  This data set can now be used to extract the location and attribute information of the remaining assets to be managed in Lucity.

 

Lucity integrates with the City’s geographic information system (GIS).  This allows City assets, work history, and other critical information to be shown in map view from either a workstation computer (administrators) or a tablet in the field (maintenance staff).  This will save a tremendous amount of time spent looking for, retrieving, and organizing information that is now stored in a variety of locations.  It will also decrease liability exposure by having a clear documentation of work history on City assets and enabling staff to easily identify assets that are above or below preventive maintenance benchmarks.

 

DISCUSSION

 

To solicit the maximum number of proposals in response to the City's Request for Proposal (RFP) for the Extraction of Asset Data from Existing Mobile LiDAR Data to Populate a Geographic Information System, a notice was placed on the City's web page and published in the Alameda Journal on September 18, 2015.  On October 7, 2015, after a period of 19 days, four firms submitted proposals.  The following firms submitted proposals:

Selection was based on the completeness and quality of the proposal response, the firm's ability to understand and articulate the project, City needs, the project plan, timeline, and cost of the proposal.  Mark Thomas & Company ranked highest in each of the selection criteria and was the lowest cost bidder.  The Public Works Department staff recommends awarding the contract to Mark Thomas & Company for a total amount of $103,054, which includes 10% contingency.

 

Mark Thomas & Company will conduct the asset extraction from the City’s Mobile LiDAR dataset so that it fits into the City’s existing server and into the Lucity software.

 

FINANCIAL IMPACT

 

The project is included in the City’s Capital Improvement Program.  The contract cost will be allocated to the Asset Mapping project (91608) for $37,426.90 and Annual Traffic Operations Maintenance project (5430854) for $65,627.10.  There is no impact to the General Fund.
