BACKGROUND
On May 21, 2015, the City of Alameda entered into a contract with William Avery and Associates for the recruitment of a new City Manager. Paul Kimura was identified as the Project Lead for the City Manager recruitment process.
DISCUSSION
The City Council provided input to Mr. Kimura on the qualifications they were seeking in a new City Manager. A recruitment strategy was developed, which included an organizational assessment, identifying organizational needs and position requirements. The recruitment was launched in August 2015 and a total of 24 applications were received. From these, the City Council identified four candidates to interview on November 9, 2015. The City Council then selected three finalists.
The City Council determined that the three finalists would participate in a series of three panel interviews. These panels were comprised of a community stakeholder panel appointed by the City Council, an employee bargaining unit panel, and a Department Director panel. One finalist withdrew and the other two finalists were interviewed by the three panels on December 4, 2015.
From those interviews, the City Council selected Jill Keimach as the lead candidate. A comprehensive background and reference check was conducted on Ms. Keimach. On December 15, 2015, the City Council gave Mr. Kimura authority to offer employment to Ms. Keimach and she agreed to assume the responsibilities of City Manager subject to the City Council approval of the contract, a copy of which is attached to this report (Exhibit 1).
FINANCIAL IMPACT
Funds for this position are already included in the City Manager’s department budget in the General Fund. No additional funds are required.
