BACKGROUND
On January 19, 2016, the Public Works Department issued a Request for Bid (RFB) for the Alameda ferry terminal access improvement project. This project provides 147 additional parking spaces for the Main Street Ferry Terminal by creating a public parking space at the existing Officer's Club (O'Club) parking lot. This lot was utilized as the parks maintenance corporation yard, which has been moved to another location at Alameda Point.
The project will improve the parking lot and create safe pedestrian access across Main Street between the ferry terminal and the new parking area.
The scope of work includes the construction work pertaining to and including:
* Repairing and restriping of the O'Club parking lot; and
* Installation of bollards, a driveway, and three Americans with Disability (ADA) ramps; and
* Installation of City-furnished Rectangular Rapid Flashing Beacon (RRFB) Systems at the Main Street Ferry Terminal and O'Club parking lot along Main Street, striping of a high visibility crosswalk, and installation of a pedestrian pathway.
DISCUSSION
To solicit the maximum number of bids and most competitive price, the RFB was provided to 23 separate builders' exchanges throughout the Bay Area. Notices were also sent to contractors on the Public Works Department Contractor List. In addition, notices were placed on the City's web page and published in the Alameda Journal on January 22, 2016.
