BACKGROUND

On March 9, 2015, the Planning Board approved a use permit to allow up to 74 square-feet of retail area for off-sale beer, wine, and spirits as an accessory use at the new Walgreens at 1600 Park Street (Exhibit 1).  A condition of approval required a one-time status report on crime in the neighborhood after six months of alcohol sales.  The purpose of this condition is to provide the Planning Board an opportunity to call the Use Permit for review should the sale of alcohol at this location become a public safety concern.

 

DISCUSSION

Alcohol sales at this Walgreens location commenced in July 2015 according to the Department of Alcoholic Beverage Control.  During the six-month period from July through the end of December 2015, the Alameda Police Department (APD) documented only one drunk driving incident that was logged against this address, but the incident is not related to the sale of alcohol at Walgreens (Exhibit 2).  The APD incident log also does not show an increase in criminal activity after alcohol sales began in July. The business is operating in compliance with all other conditions of approval, and there have been no complaints filed with the City regarding the sale of alcohol at this location.

 

RECOMMENDATION

Staff recommends the Planning Board accept this report to satisfy a condition of approval in Use Permit PLN14-0757.
