BACKGROUND

On March 1, 2016, the City entered into a Concession Agreement with Jim’s on the Course (Concessionaire) to provide food and beverage service at the Chuck Corica Golf Course.  That agreement requires the Concessionaire to obtain design approval on the extended seating area from the Golf Commission, Recreation and Parks Commission, and Planning Board.

 The current configuration of the site severely limits the potential to host larger banquets due to limited seating in the dining room.  This impacts the restaurant’s ability to generate revenue and also impacts the ability of the golf operator (Greenway Golf) to attract golf tournaments, which often host a large dinner after a tournament.  Both of these ultimately impact the potential revenue to the City.  The Concessionaire Agreement includes a provision that requires the Concessionaire to build an extended seating area as an enclosed patio.  Through collaborative discussions with Greenway Golf, both operators have agreed upon the proposed conceptual plan (Exhibit A).

DISCUSSION

The Concessionaire’s updated conceptual plan includes a larger open-air patio area, smaller enclosed patio and a new event center located between the restaurant and driving range.  This plan shifts the golf tournament dinners to the event center, rather than the enclosed patio, adjacent to the restaurant. 

The updated plans, location and layout of the event center will better connect the golf complex facilities and creates a flow between Jim’s on the Course, the putting green, patio and cart path. 

The event center is a fully enclosed semi-permanent structure built with metal framing featuring glass windows, heating and air conditioning and banquet standard flooring and lighting fixtures.  This facility will seat 200 people and provides a conducive space for golf tournament dinners, events, and other activities. 

Glass entry doors will be located on three sides of the structure.  One set will open toward the restaurant and clubhouse to provide direct access to the restrooms and kitchen facility.  A second set of doors opens toward the practice range which creates opportunities for golfing clinics and other activities to be included in the event luncheons.  There will also be a set of double glass doors and patio opening toward the new South Course #9 green to offer nice views for the event center and easy access.  The location and build out of the event center is being developed and placed to still allow opportunities for future expansions for golf retail or other facility needs. 

The smaller enclosed patio allows for expanded seating area for the restaurant with an additional 75 seats.  Further, the event center location allows for a larger outdoor patio, which the two operators plan to use to better connect the flow between Jim’s on the Course and the golf shop.  This will aligning the golf with the food and beverage experience to include a social area for golfers and non-golfers with fire pits, seating and a fountain and new large putting green.  The existing memorial will be kept and moved slightly farther away from the restaurant.

While Jim’s on the Course is still responsible for the event center and enclosed patio as the extended seating area for the food and beverages services, Greenway Golf will assist with completing the base work required for this concept.  Greenway and the Concessionaire worked together to make it cost effective and financially work for both.

Greenway will be responsible for the event center foundation base, ADA pathway that connects the event center with the clubhouse as well as portions of the outdoor patio area including all paving, the low wall, sidewalk, moving the memorial, plumbing, drainage, demolition, grading and the fountain.  The Concessionaire is responsible for the event center construction, enclosed patio and in the outdoor patio, the fire pits and all amenities including the seating and umbrellas.

The Golf Commission unanimously approved this Conceptual Plan on April 12, 2016.  The details of the plan will then be reviewed in June by the Golf Commission and Planning Board.

FINANCIAL IMPACT

The City receives 5% of annual gross revenue from the Concessionaire.  The City anticipates that the Concessionaire will maintain current revenues during the first year while the enclosed patio and interior improvements are under construction and will increase its gross revenues by 25% once the facility improvements are complete and there is a larger capacity for patrons, including golf tournament dinners.  Based on these assumptions, the following shows the anticipated City annual revenue:

During years 2 to 3, the concession fees are waived as consideration for the Concessionaire’s expenses for all construction and improvements.  These are capital assets owned by the City and the City will retain the improved value of these assets.

RECOMMENDATION

Review and make a recommendation on Jim’s on the Course conceptual plan for the patio area and event center.
