BACKGROUND
The City of Alameda operates the local sanitary sewer collection system comprised of sewer pipes, pump stations and other facilities. Some of this aging infrastructure has reached its life expectancy and requires rehabilitation. In 2009, the United States Environmental Protection Agency (EPA) filed a complaint against the East Bay Municipal Utility District (EBMUD), owner and operator of the regional wastewater treatment facilities and a separate suit against each of the municipal entities that operate sewer collection systems discharging to the EBMUD system, including the City of Alameda. The primary objective of EPA’s actions suits was to force an aggressive program to reduce the volume of wet weather flow to the regional treatment plant and overflows in the local system - both having environmental and human health impacts. The lawsuits were combined and settled with the terms of the settlement codified in Final Consent Decree for Case Nos. C09-00186 and 09-05684. In accordance with requirements of the Consent Decree, this project removes aging pipe from the system and substantially reduces the environmental risk were any of the pipes to fail.
Waterworks Engineers, LLC developed construction documents for this project, which entails the abandonment and relocation of existing sanitary sewer mains that run underneath residential properties, and predate the construction of the homes. The project also entails the removal of the sewer main that currently is located on the face of the lagoon seawall, running between Paru Street and Bay Street, the replacement of the Paru Street pump station and associated force main, extension of a sewer main at the foot of Hawthorne Street, and installation of three private ejector pumps to serve the properties at the foot of Sherman Street.
The lagoon seawall trunk sewer replacement project is a complicated project with substantial work on private property and in and near one of the lagoon waterways. Construction will take place in the summer months along with other sewer pipeline and pump station projects. As such, outside construction management and inspection services were deemed necessary to ensure property owners are properly attended to and construction runs smoothly, safely, and in a manner that best protects public and environmental health.
DISCUSSION
On January 19, 2016, City Council approved the project plans and specifications and authorized a call for bids. On April 5, 2016, the City Council awarded a construction contract in the amount of $1,582,635, to Ranger Pipelines, Inc. for the lagoon seawall trunk sewer replacement project. To solicit the maximum number of proposals, the RFP was provided to builders’ exchanges throughout the Bay Area, notices were sent to contractors on the Public Works Department Contractor List, posted in the Alameda Journal, posted on the City’s web site, and posted to the BPexpress website. After a bidding period of 18 days, seven firms submitted bids. The bids were opened on March 7, 2016, and the bid results are as follows:

Selection was based on the completeness and quality of the proposal response, the firm's ability to understand and articulate the project and City needs, the project plan, timeline, qualifications, references, past projects and cost.
Staff recommends awarding a contract to Coastland in the amount of $208,985, which includes a 10% contingency. The optional tasks in the scope are not being awarded. Coastland’s approach to the project conveys a strong understanding of the issues and complexities of sewer construction work on private property and near the lagoon. The service provider is not guaranteed any of the contingency amount and use of the contingency will be at the sole discretion of the City for work not originally anticipated in the RFP. A copy of the contract is attached as Exhibit 1. Construction is expected to commence in July 2016 when the lagoon system is down and ground water conditions are most suitable for the work.
FINANCIAL IMPACT
The funds for this project are budgeted in the Public Works Department’s account for Capital Improvement Program (Project No. 90909) for sewer rehabilitation with monies allocated from the Sewer Enterprise Fund (Fund 602). There is no impact to the General Fund.

This action does not affect the Municipal Code.
ENVIRONMENTAL REVIEW
The project is exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to Section 15301(b) of Article 19 of Title 14 of the California Code of Regulations for repair and maintenance of publicly-owned utilities.

Award a contract in the amount of $208,985, including contingency, to Coastland for construction management and inspection services for the lagoon seawall trunk sewer replacement project, No. P.W. 01-12-03.
