ENVIRONMENTAL

DETERMINATION:                     On February 4, 2014, the City of Alameda certified the Alameda Point Final EIR (State Clearinghouse No. 201312043) in compliance with the California Environmental Quality Act (CEQA).  The Final EIR evaluated the environmental impacts of redevelopment and reuse of the lands at Alameda Point. No further review is required for this review of the project designs.

PUBLIC NOTICE:                     A notice for this hearing was mailed to property owners and residents within 300 feet of the site, published in local newspapers and posted in public areas near the subject property. Staff has not received any public comments on this proposed project.

PROPOSAL SUMMARY:                     The applicant, srmERNST Partners LLC, proposes exterior modifications to 651 W. Tower Avenue (Building 91), which is a contributing structure within the NAS Alameda Historic District.  The applicant also proposes modifying the existing parking lot, building several outdoor dining patios at various locations along the perimeters of both buildings, and requests an extension of business hours until 12:00 A.M.

The applicant proposes demolishing a recently built awning and replacing with a 9,000 square foot addition with the same footprint, installing shade overhangs along the building, removing existing windows, constructing new exterior doors, replacing loading bay doors, and repainting the building according to the previously approved Alameda Point color scheme.  There will not be any changes to the building form or materials.  Original building materials, such as the horizontal wood siding and wood sash industrial windows will be preserved and repaired as needed.

 

DISCUSSION:

 

This project will go before the Historical Advisory Board on May 5, 2016, they will consider the approval of a Certificate of Approval to allow the proposed modifications to a contributing structure within the NAS Alameda Historic District.  At this time the applicant is working with City staff to design on-site improvements, including parking, landscaping, and stormwater management that is consistent with the Master Infrastructure Plan (MIP).  The portion of the MIP within the public right of way that is adjacent to the project site will be constructed at a later date, after the proposed on-site improvements.  The applicant is working to provide documentation that the proposed on-site improvements will not be in conflict with the future public right of way improvements from the Alameda Point MIP.

 

RECOMMENDATION:                     Continue to a date certain hearing, to be decided by the Zoning Administrator.
