Brief description of the subject to be printed on the agenda, sufficient to inform the City Council and public of the nature of the referral:
Direct City Manager to prepare a detailed presentation on (1) enabling legislation and policies in support of neighborhood parking permit program; (2) ways in which various city departments (APD Bureau of Operations\Parking Enforcement, Planning Department, Public Works Department, etc.) are involved in such program; (3) actual (or potential actual) staffing levels and capital (i.e. signage, vehicle, etc.) costs associated with such a program (please include a discussion on current staffing levels in APD Parking Enforcement, their respective routes, and frequency through various metered areas during course of normal day); (4) per incident fees\penalties generated by such a program; (5) current procedures by which residents can create a neighborhood parking permit program, and (6) potential areas of operational efficiencies whereby normal parking enforcement in and around neighborhood commercial districts might be combined with a neighborhood parking permit program in an immediately nearby neighborhood.
