Re: Adoption of Resolution Authorizing Application to the Department of Resources Recycling and Recovery for Block Grant Funds for Fiscal Year 2016-17 (Authorize Submittal of Application for Payment Programs and Related Authorizations).

 

BACKGROUND

 

The California Department of Resources Recycling and Recovery (CalRecycle) administers a program to provide opportunities for beverage container recycling.  The program goal is to reach and maintain an 80% recycling rate for all California refund value beverage containers: aluminum, glass, plastic, and bi-metal.  Cities and counties assist the State in reaching and maintaining this goal by implementing projects.  Consistent with Public Resources Code section 14581(a)(3)(A) of the California Beverage Container Recycling and Litter Reduction Act, CalRecycle is distributing $10,500,000 to eligible cities and counties specifically for beverage container recycling and litter cleanup activities.

 

Each city is eligible to receive an amount calculated by CalRecycle, based on per capita calculation. The City of Alameda will receive an allocation of $20,208 based on the calculation. The City has applied for and received these block grant funds on a yearly basis since Fiscal Year 99-00.

 

DISCUSSION

 

The City is eligible for block grant funds for Fiscal Year 2016-17.  A resolution is required for this application.  Staff has identified appropriate beverage container recycling and public outreach activities for use of the funds.  City events to be funded by the block grant include:  Earth Day, Run for the Parks, Coastal Cleanup Day, and the Mayor’s Tree Lighting Ceremony.

 

FINANCIAL IMPACT

 

The City’s share of the block grant is $20,208.  Grant funds are non-competitive and do not require matching funds.  There is no impact to the General Fund.

This action does not affect the Municipal Code.

 

RECOMMENDATION

 

Authorize application to CalRecycle for block grant funds for Fiscal Year 2016-17 (authorize submittal of application for payment programs and related authorizations).
