Since the last regularly scheduled Planning Board meeting, the following applications have been reviewed by staff, and public notices have been sent to solicit neighborhood input.  Decisions on these applications will be made on the dates noted below, which typically coincides with a Planning Board meeting date.  Staff will provide an update at the Planning Board meeting during Staff Communications if changes to the status of any project occur.  Decisions become final unless a member of the public files an appeal during the 10-day appeal period immediately following the decision date.  The Planning Board or City Council may also call for review a staff decision during this appeal period.  All appeals and call for reviews will be heard the Planning Board.

 

Zoning Administrator Hearing Items

 

PLN16-0115 & PLN16-0116- 651 & 707 W. Tower Avenue - Use Permit & Design Review - Applicant: Joe Ernst for Alameda Point Partners. A public hearing to consider design review conditional use permit for the exterior modifications and outdoor seating areas proposed for 651 & 707 W. Tower Avenue for the use of small food and beverage manufacturers.  The property is located within the AP-AR (Alameda Point, Adaptive Reuse) zoning district.  This project is Categorically Exempt pursuant to State CEQA Guidelines, Section 15301 - Existing Facilities.  Item was continue to the  Zoning Administrator Hearing on May 26, 2016.

PLN16-0233 2967 Gibbons Drive (Action Date 5-23-16)

 

The project consists of demolishing a 347 square foot single car detached garage constructed prior to 1942. A new garage of 341 square feet will be constructed approximately 79 feet from the front property line and will have a five (5’) foot rear yard setback. The new garage will have an overall height of 13 feet. The new building materials will match the existing single family house, including a shed roof with clay tiles and stucco siding. The project is located within the R-1 (One-family Residence) zoning district.

 

PLN16-0188 416 Haight Avenue (Action Date 5-23-16)    

 

The project consists of the construction of a new attached one-car garage into the existing footprint of the building and raising the house one foot (1’) and excavating two feet (2’) to convert an existing crawl space into habitable space.  As part of the construction of a new garage the front stairway will be relocated to the left of the front façade by two feet (2’).  As part of the crawlspace conversion the project will install fifteen (15) new ground floor windows along the side and rear elevations.  Additionally the existing chimney will be removed.  The project is located within the R-1 (One-Family Residence) Zoning District.

 

PLN16-0205 1631 Pearl Street (Action Date 5-23-16)

 

The project consists of moving and adding new windows to the second floor of a single family home.  The existing single hung window on the second floor and the front elevation will be removed, two new single hung windows with simulated-divided-lites will be added to this elevation.  Additionally, a single hung window along the second floor of the west elevation (along Edison Ct.) will be relocated approximately three feet (3’) towards the rear of the building, and a new awning window will be added to the front facing wall of a projection along the west elevation.  The property is located within the R-1 (One-Family Residence) Zoning District.

 

PLN16-0212 312 Santa Clara Avenue (Action Date 5-23-16)      

The project consists of removing a partially constructed second story sunroom, including support columns and roof structure, on the rear elevation of a single family residence. The main roof overhang and existing second story deck will be restored after removing the sunroom. On the second story deck, the original wood rail will be restored. A partial enclosure on the rear elevation of the first floor will also be removed to expose the original first floor rear deck. The project also involves reconstructing a portion of the roof and wall on the first floor west side elevation to match the existing hipped roof. Deteriorated wood window trim and shingle siding will be replaced throughout the home. The property is listed on the Historical Buildings Study List with an S designation. The project is within the R-1 (One-Family Residence) zoning district.

 

RECOMMENDATION:

 

Staff recommends that the Planning Board accept this report.
