BACKGROUND

 

On April 19, 2016, the City Council adopted plans and specifications and authorized a call for bids for Estuary Park (Site Improvements) Phase 1 Project. 

 

In a companion staff report, City Council is being asked to award the Construction Contract for this project to Goodland Landscape Construction.  Notice to Proceed is expected to be issued following Council’s approval of award.

 

The Estuary Park (Site Improvements) Phase 1 Project is an eight acre park formerly owned by the Navy and located on Mosely Avenue near Singleton Avenue. Estuary Park has two distinct sections and will be re-developed in two phases.  The 4-acres on the west side (Phase 1) has two athletic fields including one lighted synthetic turf rectangular field for soccer, lacrosse, rugby, and football.  This will be the City’s first lighted, synthetic turf multi-use field.  It will also be the first City-owned regulation-size football field.  The second field is a synthetic turf baseball diamond, with a soccer field striped in the outfield, designed to be fully Americans with Disabilities Act (ADA) accessible with priority scheduling for youth and adults with mental and physical challenges. 

 

The eastern 4-acres (Phase 2) is designed as a community park space with playgrounds, picnic areas, basketball courts, open lawns, and a dog park for small and large dogs.  All of these park and recreation amenities are intended to serve the entire community, athletic field users, and the new residential housing anticipated at Alameda Landing and North Housing. 

 

DISCUSSION

 

For construction of Estuary Park Phase 1, the City is required to have a Geotechnical Engineer of Record for testing and inspecting the soils throughout construction. These testing and inspections services are contractually required of the owner, over and above what City staff inspectors or field engineers typically provide.  Services include performing laboratory tests to evaluate subgrade, fill or aggregate base for the synthetic turf athletic fields or to evaluate compressive strength of concrete or high-strength grout, as well as to assume the official role of Geotechnical Engineer of Record for the project.

 

To solicit the best value and the most responsive and appropriate scope and fees, notification of the Request for Proposal (RFP), with scope exhibits, was sent to five companies specializing in these services.  Notification and scope exhibits were also published on Alameda Recreation and Parks Department’s (ARPD) website for 12 days.  Three qualified firms submitted RFP proposals, which were received and opened on May 10th, 2016.  The list of proposers is as follows:

Public Works and ARPD carefully reviewed the three proposals, noting that the first two candidates have successful long-standing ongoing services contracts with the City of Alameda, and selected Ninyo and Moore as being the most qualified and responsive proposer.  Public Works then met with Ninyo and Moore to carefully refine the scope, schedule and fees and subsequently confirmed they best met the project requirements.

 

Staff recommends awarding the contract to Ninyo and Moore for a total amount of $100,379 including a 5% contingency of $4,780.  The consultant is not guaranteed any of the contingency amount, and use of the contingency will be at the sole discretion of the City for work not originally anticipated in the RFP and specifications. The Project specifications inform the successful bidder that they shall pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations.

FINANCIAL IMPACT

 

The funds for this project are budgeted in the Capital Improvement Program (Project No. 91311) for the design and construction of Estuary Park.  This is funded by a combination of grants, private donations, General Fund, and development impact fees.

 

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

This action does not affect the Municipal Code.

 

ENVIRONMENTAL REVIEW

 

In accordance with the California Environmental Quality Act (CEQA), this project is Categorically Exempt under CEQA Guidelines Section 15301(b), Existing Facilities.
