BACKGROUND

 

Since 2012, three major park development projects have been in the planning and design phases in Alameda.  These projects include Jean Sweeney Open Space Park, Estuary Park and the Krusi Park Recreation Center Replacement.  All three projects are now nearing construction with the larger projects being phased, based on funding.

 

Jean Sweeney Open Space Park (Sweeney Park) is a 27-acre park bounded by Constitution Way, Atlantic Avenue, and Sherman Street. The site is the former Alameda Beltline Railroad property that was secured by the City at its original purchase price due the advocacy efforts of long-time resident Jean Sweeney.  On July 15, 2015, the City Council approved the Sweeney Park Master Plan, which was designed pro bono by Kristoffer Köster of KKDesign through an extensive public input process. 

 

Estuary Park is an 8-acre park formerly owned by the Navy and located on Mosely Avenue near Singleton Avenue. Phase 1 is 4-acres on the west side of the site that will be dedicated to athletic fields including one lighted synthetic turf rectangular field for soccer, lacrosse, rugby, and football.  The adjacent synthetic turf baseball diamond, with a soccer field striped in the outfield, is designed to be fully ADA accessible with priority scheduling for youth and adults with mental and physical challenges.  The eastern 4-acres (Phase 2) is designed as a community park space with playgrounds, group picnic areas, basketball courts, open lawns, and a dog park for small and large dogs.  This park is intended to serve the entire community, athletic field users, and the new residential housing anticipated at Alameda Landing and North Housing. 

 

The Krusi Park Recreation Center is currently in an unusable state and will be replaced with a modular building similar to those at Washington and Bayport Parks.

 

DISCUSSION

 

A critical part of managing a project is having a Construction Manager that provides project oversight to plan, manage and coordinate the project construction, provide design review for constructability, in addition to controlling cost, schedule and quality during construction.  This is critical to ensure a cost effective, well managed project, including the correct document control for grant funding requirements.

 

On April 29, 2016, staff issued a Request for Proposal (RFP) for Construction Management Services that included Estuary Park, the first two phases of Jean Sweeney Open Space Park, and the Krusi Park Recreation Center replacements.  Including multiple park projects rather than issuing an RFP for each project was a way to secure more cost efficient services. 

 

To solicit the best value and the most responsive and appropriate scope and fees, notification of the RFP, with scope exhibits, was sent to the City’s full list of architects and contractors.  Notification, and scope exhibits, were also published on the City’s website for 13 days.  Four qualified firms submitted proposals, which were received and opened on May 12, 2016.  The list of proposers is as follows:

Public Works and Alameda Recreation and Parks Department (ARPD) staff reviewed and ranked the four proposals based on standard criteria of the firm’s past project experience, understanding of the project, initiative, project manager experience, delivery approach, and technical ability.  Staff then interviewed the top two firms:  Mack5 and Griffin Structures, Inc.  After an in-depth interview and speaking with multiple references, staff selected Mack5 as being the most qualified and responsive proposer.  Staff then met with Mack5 to refine the scope, schedule and fees.  Staff subsequently confirmed the consultant selection with Mack5 as being the firm to best meet the project requirements.

 

Staff recommends awarding a contract to Mack5 for the first phase of the contract, as shown in Exhibit A of the Agreement (Exhibit 1), not to exceed $157,815.  This phase includes management of the construction phase and close out for Estuary Park in addition to design review of the Sweeney Park 60% construction documents.

 

Council approval of a Notice to Proceed will be required for each subsequent phase to authorize services and budget appropriations.  The City has no liability for, nor is Mack5 entitled to, compensation for work under a phase until it is authorized by the City Council.  These additional services will not be brought to City Council until additional Development Impact Fees, grants or other funding sources are available.

 

FINANCIAL IMPACT

 

The total financial impact from approval of the contract is $488,775, which will cover four phases of various City Parks design and/or construction services.  Funding for the phase I of the contract of $157,815 is available in the Capital Improvement Projects Fund Budget for Fiscal Year 2015-17, CIP 91311 (Estuary Park) in the amount of $143,835.  The remaining contract balance will be apportioned to the Capital Improvement Projects Fund Budget for FY 2015-17, CIP 91309 (Jean Sweeney Open Space Park) in the amount of $13,980.  

 

An amendment of $20,000 for the Jean Sweeney Open Space Park project (91309) is proposed for FY 2016-17 Budget to recognize accumulated rental revenue received from the East Bay Municipal Utilities District that utilized the site for equipment staging.

 

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

This action has no effect on the Municipal Code.

 

ENVIRONMENTAL REVIEW

 

Estuary Park and Krusi Park:  Both projects include the rehabilitation and improvement of an existing park, the proposal is consistent with the zoning and general plan designation for the property, and the improvements will be subject to the existing design requirements of the Alameda Municipal Code ensuring compatibility with adjacent land uses. For these reasons, the proposed project will not result in any significant environmental impacts and is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15301 (existing facilities), 15302 (replacement or reconstruction), and 15303 (new construction or conversion of small structures).

 

Jean Sweeney Open Space Park:  On July 15, 2014, the Council adopted a Mitigated Negative Declaration (MND) that has minimal environmental impacts, and those that were identified are related to the construction period (e.g. dust, construction traffic, etc.) mitigations are recommended to minimize those impacts.  The design development plan for Council’s review is consistent with the adopted MND and there will be no new environmental impacts that were not previously evaluated.

 

RECOMMENDATION

 

Recommendation to authorize the City Manager to execute an agreement with Macks Craic Inc (dba Mack5) in the amount of $157,815 for Construction Management Services for Estuary Park, Jean Sweeney Open Space Park and Krusi Park Recreation Center Replacement and Amend Fiscal Year 2016-17 Revenue Budget by $20,000 for the Jean Sweeney Open Space Park CIP 91309.
