BACKGROUND

On June 7, 2016, the Council unanimously directed staff to prepare the Utility Modernization Act ballot measure for submission to the voters. This staff report submits the proposed legislative changes to the City's Utility Users Tax Ordinance and the City Charter. It recommends that the City Council adopt a Resolution calling for and giving notice of a General Municipal Election to be held on Tuesday, November 8, 2016 and ordering the submission of the Utility Modernization Act to the voters.
