BACKGROUND
The City of Alameda operates the local sanitary sewer collection system comprised of sewer pipes, pump stations and other facilities. Some of this aging infrastructure has reached its life expectancy and requires rehabilitation. In 2009, the United States Environmental Protection Agency (EPA) filed a complaint against the East Bay Municipal Utility District (EBMUD), owner and operator of the regional wastewater treatment facilities and a separate suit against each of the municipal entities that operate sewer collection systems discharging to the EBMUD system, including the City of Alameda. The primary objective of EPA’s actions was to force an aggressive program to reduce the volume of wet weather flow into the regional treatment plant and overflows in the local system - both having environmental and human health impacts. The lawsuits were combined and settled with the terms of the settlement codified in Final Consent Decree for Case Nos. C09-00186 and 09-05684. In accordance with requirements of the Consent Decree, the Public Works Department is replacing approximately 2.7 miles of aging sewer pipes to limit public health impacts associated with sanitary sewer overflows and to improve reliability of service.
The City issued a Request for Proposal on November 13, 2015, for engineering design services for Cyclic Sewer Rehabilitation Project Phase 13, comprised of approximately 2.7 miles of sewer main. Nute Engineering was selected the most suitable firm to perform these services and was awarded the contract on January 19, 2016. The contract allows for an annual extension for up to four additional years, with each extension coming before City Council for approval. Annual extensions are to be based on mutual agreement and satisfactory performance of all aspects of the contract.
DISCUSSION
A contract amendment is needed for engineering design services for cyclic sewer rehabilitation project, phase 14, consisting of approximately 2.7 miles of sewer main. The budget for these services is $333,069. The location of the sanitary sewer mains in this project were prioritized for replacement based on condition and environmental consequences. The locations are as follows:

• Eagle Avenue, between Grand Street and Schiller Street
• Buena Vista Avenue, between Willow Street and Oak Street
• Pacific Avenue, between Grand Street and Chestnut Street
• Schiller Street, between Santa Clara and Pacific Avenues
• Paru Street, between Lincoln Avenue and Buena Vista Avenue
• Stanton Avenue, between Pacific Avenue and Buena Vista Avenue
• Jay Street, between Pacific Avenue and Buena Vista Avenue
• Taylor Avenue, between Sixth Street and Webster Street
• 300 block of Taylor Avenue easement sewer
• Del Mar Avenue easement sewer
• 2620 block of Clay Street easement sewer
• Marina easement sewer, between Versailles Avenue and High Street
• Cambridge Drive, between Fernside Boulevard and Marina Avenue
• Cornell Drive easement sewers, between Thompson Avenue and Bayo Vista Avenue
• 3100 Block of Bayo Vista Avenue easement sewer
The principal goal of the sewer rehabilitation program is to improve the health and safety of the residents of Alameda by rehabilitating the sanitary sewer collection system, eliminating overflows, and reducing the amount of infiltration and inflow into the sewer system. It is expected that the cyclic sewer rehabilitation project, phase 14, will be designed over Fiscal Year 2016/17 with construction starting in July 2017.
FINANCIAL IMPACT
The funds for this project are budgeted in the Public Works Department’s account for Capital Improvement Program (Project No. 9950216) for sewer rehabilitation with monies allocated from the Sewer Enterprise Fund (Fund 602). There is no impact to the General Fund.
