BACKGROUND
As part of their ongoing improvements and assessment of the Chuck Corica Golf Complex (Golf Complex), Greenway Golf (Greenway) has conducted a review and analysis on the North Course and other aspects of the facility. Subsequently, Greenway recently submitted a proposal to the City with a revised Golf Complex repair plan and a lease amendment based on the increased capital costs for their proposed improvements. The proposed improvements are beyond what is in the existing lease agreement scope of work.
DISCUSSION
City staff is requesting that the Golf Commission discuss and make recommendations on its priorities for short and long-term facility improvements at the Golf Complex in order to ensure that negotiations with Greenway Golf are in the best interest of the golf community and reflect its priorities.
The list below is a starting point of potential improvements at the Golf Complex and is in no particular order. It is a larger list of possible projects for discussion, including projects proposed by Greenway. The Golf Commission may add, delete or expand on this list.
North Course Plan Revisions
The North Course improvements required per the existing lease agreement include irrigation system improvements; improved drainage to waterways and lagoons a turf grass improvement plan; and new cart paths that are rebuilt, relocated or resurfaced. The existing lease also includes improvements to the conditions of the tees, fairways, roughs and greens on the North Course but not to the extent of the South Course. This incorporates strategies to reduce water use, maintenance costs, and ensure a consistent, high quality playing experience.
An increased scope of work on the North Course would include the above improvements as well as importing new material to raise the course approximately 3 feet and re-grading all holes. Greenway determined that the prior rebuild of the North Course putting greens were not done to USGA specifications as originally thought. Greenway also concluded that the scope of the work in the existing lease agreement is not sufficient to provide a consistent playing experience due to the underlying infrastructure. An increased scope of work proposed by Greenway is to completely rebuild all greens, tees, fairways, roughs and sandbunkers. The proposed North Course improvements would have some redesign elements as it applies to greens, tees and bunkering. And, as proposed, to allow for a more consistent quality of playing conditions while still being a valued price course.
The North Course scope of work expansion also includes additional work on the storm water retention ponds that double as water hazards. These ponds would be dredged, enlarged, reshaped and planted with suitable water plants added to improve appearance and reduce smells.
On Course Food and Beverage Service
Part of the proposed reshaping of the North Course would include modifying the routing plan to arrange for Hole #9 to return to the clubhouse. The on-course snack shack is proposed to be demolished and the on-course restroom facility updated.
Improve the Front Entryway
This could include a variety of improvements to the front entryway, such as “wrapping” the fire tower, demolishing the tower, enclosing the pump station, installing grass, landscaping, improved fencing, and signage. All design would be reviewed by the Golf Commission.
Clubhouse Remodel
This could include upgrading the restrooms and golf shop with new fixtures, lighting, flooring and windows. Plus improving the exterior with re-faced walls and walkway lighting.
Parking Lot Resurface
The existing parking lot has numerous potholes and flooding issues. To improve the parking lot requires full replacement and resurfacing of the existing asphalt.
FINANCIAL IMPACT
There is no financial impact to this recommendation.
