BACKGROUND
On March 20, 2012, the City Council awarded a competitively bid contract in the amount of $112,400, including contingencies, to Water Works Engineers for preparing engineering documents for the abandonment and relocation of existing sanitary sewer main and lagoon seawall, No. P.W. 01-12-03. On June 18, 2013, the City Council awarded a first amendment in the amount of $57,000, including contingencies, to prepare supplemental design drawings specifying the extent and type of construction being performed, including the amount and type of landscaping and hardscape to be removed, the underground improvements, and the materials to be used for surface restoration. In 2015, the term of the agreement was extended one year and the amount by an additional $79,975 for engineering services for the following project:
• Southshore Lagoon Seawall: A sewer main runs along the face of the former seawall (north side of the lagoon) between Paru Street and Bay Street. The age of the sewer pipe and its current location increases the potential for sanitary sewer overflows into the lagoon and Bay and needs to be relocated. In addition, there is also an unused pump station in the lagoon that needs to be removed.
• Private Property (Extension of Clinton Avenue): A sewer main runs through private properties and, in some instances, beneath homes. The sewer main appears to have been constructed in anticipation of Clinton Avenue being extended westerly from its current terminus at Sherman Street. However, the street was never constructed and private residences were built. Due to its location, the pipe is difficult to access and maintain, and needs to be relocated.
DISCUSSION
These projects were successfully bid with the construction contract awarded to Ranger Pipelines. Construction is well underway and expected to be completed by the end of September or early October. A Fourth Amendment to the Water Works Engineers Agreement is needed merely to assist during the construction conclusion and the project’s closeout.
FINANCIAL IMPACT
The funds for this project are budgeted in the Public Works Department's account for Capital Improvement Program (90909) for the abandonment and relocation of existing sanitary sewer main along a portion of the lagoon seawall and sewer line along Clinton Avenue, with monies from the Sewer Enterprise Fund (Fund 602). There is no impact to the General Fund.

This action does not affect the Municipal Code.
ENVIRONMENTAL REVIEW
In accordance with the California Environmental Quality Act (CEQA), this project is Categorically Exempt under CEQA Guidelines Section 15301 - Existing Facilities.
RECOMMENDATION
Amend a contract to extend the term for one year to Water Works Engineers for engineering services during construction for the abandonment and relocation of existing sanitary sewer main and lagoon seawall, No. P.W. 01-12-03.
