BACKGROUND

 

The Statewide General Waste Discharge Requirements for Sanitary Sewer Systems (WDR), adopted by the State Water Resources Control Board (SWRCB) in 2006, requires that every public agency in California with more than one mile of sanitary sewers prepare a Sewer System Management Plan (SSMP) that defines the management, operation, and maintenance practices needed to prevent and mitigate the impact of sanitary sewer overflows.

 

The City has complied with all the mandatory elements of the WDR and had certified by the City Council its first SSMP in July 2009.  Per WDR requirement, on October 21, 2014, the City Council recertified a five-year update to the SSMP reflecting the most current information on the City’s sewer system management, operation, and maintenance programs.

 

The City’s specific SSMP goals are:

                     Continue to professionally manage, operate, and maintain all parts of the wastewater collection system;

                     Cost-effectively minimize infiltration and inflow into the system and provide adequate capacity to convey peak flows;

                     Minimize the frequency of sanitary sewer overflows;

                     Mitigate the impact of sanitary sewer overflows; and

                     Protect water quality and the environment.

 

DISCUSSION

 

On September 23, 2013, the City entered into an agreement with RMC Water and Environment to assist the City in updating its SSMP for the required five-year recertification in 2014.  On July 1, 2014, this agreement was amended to extend the term and to add additional scope and budget for as-needed support for SSMP implementation and compliance with the Final Consent Decree for Case Nos. C09-00186 and 09-05684, to which the City is a party.  Two subsequent amendments extended the term of the RMC Water and Environment agreement and staff is now seeking City Council approval of a fourth amendment to add additional scope and budget for RMC to review and recommend enhancements to the City’s fats, oils, and grease (FOG) control program, Chapter 7 of the SSMP.

 

FOG are natural by-products of cooking and food preparation; however, when discharged to the sewer they solidify and can stick to the sides of pipes, reducing the pipe’s capacity and potentially causing blockages, sewer overflows, and/or increased maintenance.

 

The East Bay Municipal Utilities District (EBMUD) provides the City, through a Joint Powers Agreement, services related to FOG hot spot investigation and food service establishment and grease interceptor inspections.  EBMUD previously issued FOG discharge permits but no longer provides this service for the EBMUD Satellite agencies. Therefore, the City will use RMC Water and Environment to review the implementation and enforcement of FOG control mandates, and better profile sources of FOG to effectively target outreach and education and provide alternative methods of FOG disposal.

 

FINANCIAL IMPACT

 

The funds for this project are budgeted in the Public Works Department’s account for Capital Improvement Program (Project No. 9950217) for sewer rehabilitation with monies allocated from the Sewer Enterprise Fund (Fund 602).  There is no impact to the General Fund.

ENVIRONMENTAL REVIEW

 

In accordance with the California Environmental Quality Act (CEQA), the SSMP is Categorically Exempt under CEQA Guidelines Section 15306, Information Collection.

 

RECOMMENDATION

 

Amend a contract with RMC Water and Environment to increase the contract amount by $25,032, for a total compensation of $98,042, for sanitary sewer system management plan support services.
