Since the last regularly scheduled Planning Board meeting, the following applications have been reviewed by staff, and public notices have been sent to solicit neighborhood input.  Decisions on these applications will be made on the dates noted below, which typically coincides with a Planning Board meeting date.  Staff will provide an update at the Planning Board meeting during Staff Communications if changes to the status of any project occur.  Decisions become final unless a member of the public files an appeal during the 10-day appeal period immediately following the decision date.  The Planning Board or City Council may also call for review a staff decision during this appeal period.  All appeals and call for reviews will be heard the Planning Board.

 

Zoning Administrator Hearing Items

 

September 27, 2016

 

PLN16-0433 - 1526 Webster Street - Use Permit Amendment - Applicant: Dre Sherrill for Tapout Fitness. A public hearing to consider an Administrative Use Permit to operate a 24-hour fitness center in an existing 6,700 square foot tenant space.  The property is located within the C-C (Community Commercial) zoning district where business operations occurring between 10:00 p.m. and 7:00 a.m. requires a use permit. This project is categorically exempt from the California Environmental Quality Act (CEQA).

PLN16-0460 1020 Broadway (Action Date 9-26-16)

 

The project consists of the replacement of three (3) double-hung windows with two (2) double-hung windows on the side elevation of an existing residence. All new materials and windows will match the existing building. The property is located within the R-1 (One Family Residence) Zoning District.

 

PLN16-0370 938 Buena Vista Avenue (Action Date 9-26-16)  

 

The project consists of the construction of an addition that will wrap around the rear and left (East) side of the building, excavation of an existing crawl space to create habitable space and new windows along the side elevation.  The addition will be approximately 474 square feet and raise the overall building height by two feet and three inches (2’3”).  The existing residence was damaged by a fire in 2015 and will be refurbished along with this proposed addition.  An existing non-conforming second driveway will be removed and the curb and sidewalk will be repaired to City standards.  The property is located within the R-2 (Two-Family Residence) Zoning District.

 

PLN16-0381 453 Cola Ballena (Action Date 9-26-16

 

The project consists of enclosing an existing carport to create a second garage within an existing single family home. The project also consists of the replacement of five (5) windows and four (4) doors, and the addition of two (2) new windows, one new (1) door, and one (1) new garage door on the home. The project is located within the R-3-PD (Garden Residential) Zoning District.

 

PLN16-0244 125 Garden Road (Action Date 9-26-16)

 

The project includes reconstruction of the roof, replacement and expansion of the side entry porch, addition of 140 sq. ft. of floor area at south (right) side of house, removal of rear access ramp and construction of a new 495 sq. ft. rear deck, replacement of exterior siding, and installation of new windows throughout.

PLN16-0384 621 Larchmont Isle (Action Date 9-26-16)

 

The project consists of the replacement of one (1) front door with one (1) double front door and the addition of an approximately 504 square-foot attached patio structure located at the rear of an existing single-family home. All new materials will match the existing building. The project is located within the R-1 (One Family Residence) Zoning District.

 

PLN16-0455 1003 Morton Street (Action Date 9-26-16) 

 

The project consists of the construction of five (5) new windows on the side and front elevation of an existing residence, the replacement of two (2) existing windows with windows of different style and dimensions - one on the front elevation and one on the north side elevation, and the removal of existing shingle siding to reveal the original horizontal wood siding (which will be repaired as needed) along the lower story on the front and north and south side elevation.  The property is located within the R-1 (One-Family Residence) Zoning District.

PLN16-0445 2966 Northwood Drive (Action Date 9-26-16)

The project consists of the construction of a second story addition located at the front of the existing second story, a new bay window at the rear of the existing second story, and the addition of a new single story sunroom at the rear of the existing home.  This second story addition will be setback approximately twenty-four feet (24’) from the front of the existing first floor of the building.  All new materials and windows will match the existing building. The property is located within the R-1 (One-Family Residence) Zoning District.

 

PLN16-0380 1553 Pacific Avenue (Action Date 9-26-16)

 

Construction of an enclosed stair to basement at rear of house, replacement of stair to front porch, installation of three new basement windows with window wells, and installation of a 3-foot tall wood fence at side property line. 

 

PLN16-0415 1417 Santa Clara Avenue (Action Date 9-26-16)

 

The project consists of reconstructing a previously removed front porch on a single family dwelling, which entails replacing the gable roof over the front door and stairs leading to the entrance. The front door will be shifted to the left side of the front elevation to accommodate a new window on the front elevation. The project also involves adding a 432 square feet addition to the rear of home. The project also involves interior remodel that will result in the removal of three windows on the west side elevation and removing four windows on the east elevation. The project will add three new windows and a new door on the east side elevation. The roof will be restored with matching pitch and one inch eaves. The overall building height will remain the same. The project will replace the siding to match the existing siding. A new fireplace flue will be added on the west side of the roof. Pursuant to AMC 30-5.7 (k), the addition will continue an existing legal nonconforming setback of approximately 1’ on the west side in order to achieve a uniform design and compatibility with the existing structure. The project is located within an R-4 (Neighborhood Residential) zoning district. 

 

PLN16-0392 3278 Thompson Avenue (Action Date 9-26-16)

 

The project consists of the removal of an existing roof mounted chimney due to structural safety concerns on an existing single family home. The roof will be repaired and all new materials will match the existing home. The property is located within the R-1 (One Family Residence) Zoning District.

 

RECOMMENDATION:

 

Staff recommends that the Planning Board accept this report.
