BACKGROUND
The Human Resources Department, under governance of the Civil Service Board and City Council, is responsible for administering the City’s classification and compensation systems which includes on-going evaluation of all classification specifications and salary schedules. The Information Technology Department recently requested to revise the titles of two job classifications to better reflect their professional level of work responsibilities and more appropriately align with industry standards. The proposed Resolution will retitle the two classifications of Public Safety Information Technology Systems Coordinator to Public Safety Information Technology Systems Analyst and Information Technology Systems Coordinator to Information Technology Systems Analyst through an amendment of the Alameda Management and Confidential Employees Association (MCEA) Salary Schedule.
Both classifications are covered by the Memorandum of Understanding (MOU) between the City of Alameda and the Alameda Management and Confidential Employees Association (MCEA) that was adopted on February 24, 2016 and covers the period from December 27, 2015, through December 26, 2018.
DISCUSSION
The Public Safety Information Technology Systems Coordinator and Information Technology Systems Coordinator classifications respectively perform a wide range of analytical duties in the development, operation, administration, and support of the City’s information technology systems citywide including the Police and Fire Departments. The classifications are responsible for managing projects related to maintaining and enhancing systems; testing and supporting a variety of specialized computer hardware, software, components and devices including specialized public safety technology; establishing, monitoring and maintaining integrated data networks and analyzing overall system performance; consulting with city departments to identify technology needs and evaluating hardware and software requirements; providing technical support and assistance to end users; and performing other related work as required.
The Information Technology Department has recently requested revisions for the classifications Public Safety Information Technology Systems Coordinator to Public Safety Information Technology Systems Analyst and from Information Technology Systems Coordinator to Information Technology Systems Analyst. These title changes will better reflect the professional level of work responsibilities for the two classifications respectively. Additionally, these changes will more accurately align with industry standards.
The classification title changes have been discussed with the Management and Confidential Employees Association (MCEA) and they are supportive of the proposed recommendation.
The City of Alameda Civil Service Board has also considered and approved the associated classification specification at their regularly scheduled meeting on October 5, 2016.
FINANCIAL IMPACT
There is no fiscal impact associated with the retitling of classifications already established with the City since the positions have already been included in the Fiscal Year 2016-2017 Mid-cycle budget so there is no further impact to the General Fund.

ENVIRONMENTAL REVIEW
This action is exempt from the California Environmental Quality Act (CEQA) because it is not a project which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, CEQA Guidelines, section 15378(b)(5).

Adopt a Resolution amending the Alameda Management and Confidential Employees Association (MCEA) Salary Schedule revising titles for the classifications of Public Safety Information Technology Systems Coordinator to Public Safety Information Technology Systems Analyst and Information Technology Systems Coordinator to Information Technology Systems Analyst effective October 16, 2016.
