BACKGROUND

 

Since 2009, the City has operated a free shuttle for seniors and people with disabilities, as one element of its multi-faceted, locally-based paratransit program. The City Council initially approved the Alameda Paratransit Shuttle service with the goal of reducing motor vehicle trips by the target population, and reducing the dependence on paratransit taxi services within the City. The shuttle service is open to the public, though the primary purpose of the shuttle is to serve individuals with disabilities and seniors by providing access to major shopping destinations and medical facilities around the City. 

 

The shuttle operates from 9:00 a.m. to 4:00 p.m. on Tuesdays, Wednesdays and Thursdays, and currently has a one hour frequency. The shuttle operates on three routes (See Exhibit 1 for brochures with schedules):

                     Tuesdays: West Loop (between Alameda Landing and downtown Alameda)

                     Wednesdays: East Loop (between Bay Farm Island, downtown Alameda and Mastick Senior Center)

                     Thursdays: Central Loop (between downtown Alameda, Shore Line Drive and Bridgeside Center)

 

Recently, there have been an average of 430 boardings per month.

Through a competitive process in 2013, the City selected MV Transportation to operate the Paratransit Shuttle. The City entered into a contract for one year, with the ability to amend the contract for up to three additional years (through June 30, 2017). In each of the past two years, this contract has been amended at the staff level to continue this important service.

DISCUSSION

 

The City Council is being asked to approve an amendment to the current MV Transportation contract for another year, through June 30, 2017. Concurrently, staff is developing improvements for the shuttle stops including schedule and route information at major stops, to increase visibility and knowledge of the shuttle by both the target and general population.

 

Staff is also developing approaches to increase the shuttle frequency to every 30 minutes and to expand the shuttle routes, and plan to issue a Request for Proposals (RFP) in early 2017, for a new contract start date of July 1, 2017.

 

The proposed contract amendment amount is $85,000 for a one year period. Because this contract amendment (Exhibit 2) increases the total contract amount above $75,000, it must be approved by the City Council.

FINANCIAL IMPACT

 

Funding for this contract is included in the Public Works Department Paratransit Special Revenue Fund (287) budget.  The original contract was previously approved by the City Council in July 2013 with subsequent amendments approved by the City Manager.  The City incurred expenditures under the contract as presented below:

Amend the contract with MV Transportation to extend the term by one year, and amend the contract amount by $85,000 for a total compensation of $301,999 over five years for Paratransit Shuttle services for the Paratransit Program.
