Re: Adopt A Resolution Approving the Final Map, Accepting the Dedications and Easements, Authorizing Execution of the Subdivision Improvement Agreement and Approving Bonds for Tract 8254 (Del Monte Warehouse).
BACKGROUND
On July 21, 2015, the City Council approved Tentative Map for Tract 8254 to create a seven-parcel subdivision per City of Alameda Resolution No. 15067, as part of the Del Monte Project. One of the parcels was a long narrow parcel that included the Eagle Avenue extension area, the sidewalk area along Clement Avenue and the landscape area along Entrance Road. Through the process of the Final Map, the subdivider asked the City to split Parcel 5 on the Tentative Map into three separate Parcels D, H and I on the Final Map to more appropriately align with three distinct areas of Eagle Avenue extension, the sidewalk along Clement Avenue and the landscape and sidewalk along Entrance Road respectively.
As a result, the Final Map for Tract 8254 consists of a nine-parcel subdivision on 11.06 acres to implement the 2014 Del Monte Master Plan. The Final Map includes easements for, public access, emergency vehicle access and public utilities. The Final Map is attached as Exhibit 1.
DISCUSSION
The Final Map has been reviewed and determined to be technically correct and in substantial conformance with the approved Tentative Maps and conditions of approval.
The tract infrastructure includes sanitary sewer and storm drain lines, sidewalk, curb, gutter, street pavement, and landscaping. The Alameda Municipal Code requires the subdivider to enter into a Subdivision Improvement Agreement (SIA) with the City and post bonds guaranteeing the public improvements. The Public Works Department has reviewed and recommended for approval, and the City Attorney has reviewed and approved as to form the SIA. The bonds will need to be reviewed and approved by the City Attorney prior to the SIA being executed.
FINANCIAL IMPACT
The City Council’s approval will not have an impact on the City’s General Fund. However, tonight’s approval is essential for the overall project timing and funding. After the City Council approval, the final map must be recorded with the County, which may take up to five weeks. The City is partnering with the Alameda Housing Authority (AHA) to finance the project. The final map recording must be in place in order for the AHA to maintain a $9 million of funding through tax credits for the project.
MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE
This action is consistent with the approved Alameda Municipal Code.
ENVIRONMENTAL REVIEW
An Environmental Impact Report (EIR) was certified for the Northern Waterfront General Plan Amendment (GPA) in 2008. A Subsequent Mitigated Negative Declaration (SMND) and Mitigation Monitoring Program for the Del Monte Master Plan and Development Agreement were adopted by the City Council in December of 2014, pursuant to the California Environmental Quality Act (CEQA). The conditions of approval of the Tentative Map require that property owners comply with, and implement, all the relevant mitigations measures adopted by the City Council in December of 2014.
RECOMMENDATION
Adopt a resolution approving the final map, accepting the dedications and easements, authorizing execution of the Subdivision Improvement Agreement and approving bonds for Tract 8254 (Del Monte Warehouse).
