Re: Recommendation to Amend the Contract with Stantec Consulting Services to Increase the Contract Amount by $74,000, Including Contingencies, for Transportation Engineering Services for a Total of $148,000
BACKGROUND
On August 17, 2015, the City entered into a Consultant contract in the amount of $74,000, including contingencies, with Stantec Consulting Services (Stantec) for transportation engineering services. In awarding the contract, the City Council authorized extensions for up to four additional years. On July 5, 2016, the City awarded a first amendment to extend the term of the agreement for one year.
Traffic Engineering includes, but is not limited to, the following:
- Prepare Citywide inventory for signal equipment upgrade
- Traffic signal timing and coordination
- Traffic impact studies
- Travel demand modeling
- Corridor and intersection analysis, including operations, safety, and level of service
- Warrant studies
- Review/prepare construction detour plans
- Traffic counts - include daily counts, classification counts, and turning movement counts for all modes
- Parking studies
- Signing, marking, and striping plans
- Roadway, intersection, and roundabout design
- Technology comparisons
- Concept designs for new or existing signalized intersection slated for modification (include considerations for transit, pedestrian and bicycle movements and focus on alternatives that reduce current intersection inefficiencies)
- Traffic operations analyses and familiarity with Synchro software based on the most current HCM Methodology.
- Develop technical information for grant applications (TFCA, HES, OTS, TETAP, RSTP etc.)
- Review Countywide Transportation Model; coordinate with County’s consultant and provide traffic/transportation data as required.
- Review Transportation section of an EIR

- Transportation Planning includes, but is not limited to, the following:

- CEQA environmental studies
- Project prioritization
- Preparation of grant applications
- Preparation of plan documents
- Traffic calming assessment and design
- Parking surveys
- Parking permit program development
- Feasibility studies - all modes
- Developing and administering surveys, conducting analysis of results
- GPS data collection, inventory management, and GIS integration
- Represent City at ACTC and MTC meeting, as needed
Annual extensions are based on mutual agreement and satisfactory performance of all aspects of the contract. Contract prices are adjusted in accordance with the construction cost index reported in the Engineering News Record for the San Francisco Bay Area; other contract terms remain the same.
DISCUSSION
The City continues to be satisfied with the services provided by Stantec. This additional contract amount will cover the Park Street Pedestrian Safety Project and Inspection and Construction Management Services along with Stantec’s on call transportation support. New work for Fiscal Year 2016-17 will require the balance of the original contract amount ($37,248) plus the second year amendment amount ($74,000). A second amendment to the contract of $74,000 is needed for transportation engineering services for a total contract amount of $148,000, including contingencies.
FINANCIAL IMPACT
The project is budgeted in the Capital Improvement Program (Project No. 91612), with monies allocated from Measure B Streets and Roads (Fund 215.1), from Measure BB Streets and Roads (Fund 215.11), Gas Tax (Fund 211), and from DIF Traffic Safety (Fund 340.11). There is no impact to the General Fund.

Although the Council authorized contract amount was not expended, those funds are returned to the General Fund if not used, necessitating the current request for additional Council authorization.

The California Environmental Quality Act (CEQA) applies only to projects which have the potential for causing a significant effect on the environment.

Amend the contract with Stantec Consulting Services to increase the contract amount by $74,000, including contingencies, for transportation engineering services for a total of $148,000.
