Public Needs Statement for FY 2017-18

As part of the Annual Community Development Block Grant (CDBG) process, the City holds a public comment period on housing and community development needs, concluding with a public hearing at a City Council meeting, tentatively scheduled for January 3, 2017.

At this meeting, CDBG staff will briefly review the Community Development Block Grant program, the Needs Hearing process, and the Board's role. After the presentation, the Board will hear public comment and confirm the Needs Statement for the FY 2017-18, which will be presented to the City Council during the January 3, 2017 Public Hearing. The FY 2017-18 NOFA is tentatively scheduled to be released in January 2017. Currently, the City's CDBG public services funding recipients are in a two-year funding cycle which will expire on June 30, 2018. Therefore the public services category will not be included in the NOFA process. Staff has been informed that the Board will conduct a Community-wide Needs Assessment effort that will coincide with the timing for the FY17-18 CDBG funding cycle. The results of the assessment will provide timely information for a subsequent needs statement that will be included in the funding requirements for the public services category in FY17-18. Community based organizations are encouraged to participate in the assessment, to coordinate services with needs expressed and to continue to leverage funds.


RECOMMENDATION: It is recommended that the Board hear the presentation, receive public comments, and direct the preparation of a Needs Statement to confirm the ongoing needs for FY 17-18. The Board should also designate the President and/or another Board member to review the statemen...
