BACKGROUND

 

The Cross Alameda Trail will run through Jean Sweeney Open Space Park with an on-street connection between Constitution Way and Webster Street to the trail section along Ralph Appezzato Memorial Parkway. The proposed path is approximately 4,000 feet long, and includes separate walkway and bikeway paths; a decomposed granite jogging path; trees, landscaping and urban runoff control consistent with the City's Bay Friendly Landscaping requirements and the Urban Greening Plan; and park amenities such as benches, bicycle racks and bicycle repair stations.

 

On April 21, 2015, City Council approved an agreement with BKF Engineers for the design of the Cross Alameda Trail from Webster Street to Sherman Street, through Jean Sweeney Open Space Park.

 

DISCUSSION

 

This additional service is for construction administration during phase one of the project from Webster Street to Sherman Street, through Jean Sweeney Open Space Park.  The scope of this work includes assisting City staff with the bid process, such as responding to bidder questions, and assisting with selection of a contractor.  The work also includes assistance throughout the construction including responding to Requests for Information, reviewing submittals, attending site observation/construction meetings during construction, supporting the Bay-Friendly Rater to assure compliance, attending final walk-through and generating a punch list, and reviewing the final as-built plans.  The full buildout of the on-street connection between Constitution Way and Webster Street will be added to the construction drawings and bid package for the Cross Alameda Trail along Ralph Appezzato Memorial Parkway.

 

FINANCIAL IMPACT

 

The Jean Sweeney Open Space Park project is funded with monies allocated from the Active Transportation Program grant with an 11.74% local match funded from Measure B and Open Space Funds.  Budget for the contract is included in the Capital Improvement Fund (Project No. 91614).

 

This amendment for construction administration services is proposed to be funded from the General Fund. The City Council previously approved the original contract with BKF for design of the Cross Alameda Trail.  The proposed contract amendment is presented below:

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

This action has no effect on the Municipal Code

 

ENVIRONMENTAL REVIEW

 

For  the amendment itself, on July 15, 2014, the Council adopted a Mitigated Negative Declaration (MND) that identified minimal environmental impacts, and those that were identified are related to the construction period (e.g. dust, construction traffic, etc.).  The MND provides mitigations to minimize those impacts.  The design development plan for this project is consistent with the adopted MND and there will be no new environmental impacts that were not previously evaluated.
