BACKGROUND
The Maintenance Service Center, located at 1616 Fortmann Way, requires a roof replacement. The work includes, but is not limited to, complete installation of a roofing system that is watertight, resists uplift pressures, and performs normally through exposure to the next fifteen years of weather.
DISCUSSION
To solicit the maximum number of bids and the most competitive price, a notice inviting bids and project specifications was advertised in 12 separate builders exchanges throughout the Bay Area. The notice inviting bids was also published in the Alameda Journal and put on the City’s website. Eight contractors submitted bids. Bids were publicly opened and read aloud on Monday, October 10, 2016. The list of bidders from lowest to highest for the total project cost is as follows:

Public Works staff contacted several references provided by Andy’s Roofing Company, Inc., the lowest responsible and responsive bidder, and received positive feedback on the ability of the company to meet the project requirements and the quality and timeliness of their work. Staff checked the California Contractors State License Board and verified that the contractor’s license is current and active.
Staff recommends awarding a contract to Andy’s Roofing Company, Inc. for a total amount of $252,230, which includes a ten percent contingency in the amount of $22,930. The contractor is not guaranteed any of the contingency amount, and use of the contingency will be at the sole discretion of the City Engineer for work not originally anticipated in the plans and specifications. The project specifications inform the successful bidder that they shall pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations. A copy of the contract is attached as Exhibit 1.
FINANCIAL IMPACT
The project is budgeted in the Capital Improvement Program (Project No. 91609706) for the Maintenance Service Center roof replacement project with monies allocated from Facility Maintenance (Fund 706). The City Council allocated $420,000 for this project on September 15, 2015. There is no impact to the General Fund.
MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE
This action does not affect the Municipal Code.
ENVIRONMENTAL REVIEW
In accordance with the California Environmental Quality Act (CEQA), this project is Categorically Exempt under CEQA Guidelines Section 15301(b), Existing Facilities.
RECOMMENDATION
Award a contract in the amount of $252,230, including contingencies, to Andy’s Roofing Company, Inc. for the Maintenance Service Center roof replacement, No. P.W. 19-16-18.
