BACKGROUND

The Human Resources Department, under governance of the Civil Service Board and City Council, is responsible for administering the City's classification and compensation systems which includes on-going maintenance of all classification specifications and salary schedules. The proposed resolution is based on a request by the Police Department to establish the salary rates, salary ranges, salary steps and benefits for a new classification of Crime Prevention Technician through an amendment of the Alameda Police Officers Association Non-Sworn Unit (PANS) Salary Schedule.

It is recommended that this classification be covered by the Memorandum of Understanding (MOU) between the City of Alameda and the Alameda Police Officers Association Non-Sworn Unit (PANS) that was adopted on February 24, 2016 and covers the period from December 27, 2015, through December 26, 2018.

DISCUSSION

During the Fiscal Year (FY) 2016-17 mid-cycle budget update, the Police Department submitted a workforce change request to add a new full-time equivalent (FTE) classification titled Crime Prevention Technician. On June 7, 2016, the City Council authorized the workforce change adjustment to add a Crime Prevention Technician position to the Police Department's budget for FY 2016-17.
