Zoning Administrator and Design Review Recent Actions and Decisions

Since the last regularly scheduled Planning Board meeting, the following applications have been reviewed by staff, and public notices have been sent to solicit neighborhood input.  Decisions on these applications will be made on the dates noted below, which typically coincides with a Planning Board meeting date.  Staff will provide an update at the Planning Board meeting during Staff Communications if changes to the status of any project occur.  Decisions become final unless a member of the public files an appeal during the 10-day appeal period immediately following the decision date.  The Planning Board or City Council may also call for review a staff decision during this appeal period.  All appeals and call for reviews will be heard the Planning Board.

PLN17-0044 1911 Chestnut Street (Action Date 2-13-17)

 

The project consists of the removal and replacement of existing exterior stairs to the second floor at the rear of a single family residence.  The layout of the stairs will be altered so that second set of stairs leading from the landing to grade will be perpendicular to the first set of stairs, rather than parallel.  Additionally, the applicant is proposing a new 19 square foot deck at the top of the new stairs, with a finished floor height of 9’3” above grade. The property is located within the R-4 (Neighborhood Residential) Zoning District.

 

PLN16-0606 2307 Clinton Avenue (Action Date 2-13-17)

 

The project consists of removing an existing one-story rear addition to an existing two story single-family residence and replacing it with a two story rear addition. The rear addition is designed to match the existing architectural features including continuing the existing roofline to maintain the existing building height. The project also involves demolishing an existing 319 square foot detached garage and replacing it with a new 288 square foot garage with a similar design. The property is listed on the City’s Historical Buildings Study List with an S designation. The property is located in the R-5 (General Residential) zoning district.

 

PLN16-0627 3347 Fernside Blvd (Action Date 2-13-17)

 

The project consists of adding a second floor balcony of 52 square feet and a new door and window to the front elevation of an existing single family residence at the rear of the lot behind the main home. The balcony is being proposed to accommodate a wheelchair lift. The new door and window will be added to allow access into the home from the balcony. The property is located within the R-2, Two-Family Zoning District.

 

PLN16-0654 1554 4th Street (Action Date 2-13-17)

 

The project consists of a 276 sq. ft. addition on the rear of a single-family dwelling. Exterior changes will include one new side window and a new window and sliding door on the back. The new siding and roof will match existing materials and new windows will match existing windows. The existing rear stairs will be removed and replaced by new stairs. The property is located within the R-1, One-Family Residential Zoning District.

 

PLN17-0007 1361 High Street (Action Date 2-13-17)

 

The project consists of remodeling the façade on the front elevation of an existing office building with a new exterior design that includes a recessed entrance with a new door and wood awning above, new windows, and decorative wood louver window panels. The new design will utilize materials consistent with the Citywide Design Review Manual and structures in the surrounding neighborhood including smooth stucco siding and wood windows. The property is located within the R-4 (Neighborhood Residential) zoning district.

 

PLN16-0668 1416 Park Street (Action Date 2-13-17)

 

The project consists of legalizing the removal of an ATM on the building façade including the awning above the ATM. The opening will be replaced with a storefront entry door or window. Temporarily, plywood will be added over the removed ATM area and will be painted to match the existing tile on the building. The project also consists of removing the existing metal grill over the façade and adding a new extended overhang. The barge board tiles at the base of the building will be removed and replaced with new tiles. The property is located within the C-C-T, Community-Commercial, Theatre Combining Zoning District.

 

 

 

 

PLN17-0083 1526 Webster Street (Action Date 2-13-17)

 

The project consists of exterior modifications to an existing commercial building, which includes replacing the existing clay tile roof treatment with slate tiles, removing the existing vertical T1-11 siding within the  corner tower element and installing a new vertical board and batten siding on both the corner tower element and the exterior of the Webster Street frontage not occupied by storefront windows, the installation of cement plaster finish over the existing painted bricks along the Haight Avenue frontage and rear of the building, and installation of a new stone wainscot along both street frontages.  The property is located within the C-C (Community Commercial) Zoning District.

 

RECOMMENDATION:

 

Staff recommends that the Planning Board accept this report.
