Since the last regularly scheduled Planning Board meeting, the following applications have been reviewed by staff, and public notices have been sent to solicit neighborhood input.  Decisions on these applications will be made on the dates noted below, which typically coincides with a Planning Board meeting date.  Staff will provide an update at the Planning Board meeting during Staff Communications if changes to the status of any project occur.  Decisions become final unless a member of the public files an appeal during the 10-day appeal period immediately following the decision date.  The Planning Board or City Council may also call for review a staff decision during this appeal period.  All appeals and call for reviews will be heard the Planning Board.

 

Zoning Administrator Hearing Items

 

March 21, 2017

 

PLN17-0094 - 900 Mound St. (Krusi Park) - Applicant: Amy Wooldridge for Alameda Recreation and Parks Department. A public hearing to consider a Use Permit and Design Review to permit the demolition of an existing recreation building located at the center of Krusi Park, and the construction of a new 2,376 square foot multipurpose recreation building in the same location.  A Use Permit is required because the new building is located within the O (Open Space) Zoning District.  This project is categorically exempt from the California Environmental Quality Act (CEQA) Section 15303 - New Construction of Small Structures.

PLN17-0084 1911 Alameda Avenue (Action Date 3-13-17

 

This is a modification to a previous Design Review application approved on December 14, 2015. The project consists of replacement of an existing rear deck with a new wood deck and relocation of deck stairs to the rear, replacement of existing aluminum sliding door with new French doors and transom window at rear.  Modifications include removal of upper rear balcony with replacement of sliding doors with casement windows, and construction of an arbor at the side of the lower rear deck.  Interior modifications are proposed but there will be no change in the building footprint.  The property is listed on the Historical Buildings Study List with an H designation. The project is located within an R-4 (Neighborhood Residential) zoning district.

 

PLN16-0180 767 Buena Vista Avenue (Action Date 3-13-17)

 

The project involves adding a two-story addition of 527 square feet to the rear of an existing two-story triplex. As a result of the addition, a small deck at the rear of the building will be removed. The project also involves replacing windows throughout the triplex. All new windows will match the existing windows, including the style and trim. The project will also remove a chimney on the west side elevation. The property is listed on the Historical Buildings Study List with a (S) designation. The project is located within an R-2 (Two Family Residential) zoning district.

 

PLN16-0276 2908 Lincoln Avenue (Action Date 3-13-17)

 

Design Review - Replace existing exterior siding with horizontal cement siding and stucco, remove chimney and rear deck on west side, repair existing porch on east side, replace garage door, replace 15 windows and remove one window.  

 

PLN16-0653 1251 McKay Avenue (Action Date 3-13-17)

 

The East Bay Regional Park District (EBRPD) acquired a site at 1251 and 1253 McKay Avenue (at the end of McKay Avenue) which was formerly owned by the Federal Government. The EBRPD indicates future plans to convert the property into park related uses. Currently, EBRPD has proposed to demolish the existing two-story former training facility at 1251 McKay Avenue. The plans include temporarily landscaping of the site where the building is currently located and erecting a new seven foot (7’) tall rod iron fence to match the existing fence that surrounds the property perimeter. The EBRPD’s future plans to convert the site to park related uses will be subject to future permit approvals by the City. The property is located within the O-G, Open Space-Special Government Combining Zoning District.

 

PLN17-0076 2251 South Shore Center (Action Date 3-13-17)

 

The project consists of the relocation of the existing storefront entrance approximately 25 feet to the left of its current location, installing new storefront windows in the previous entrance location to match the existing windows.   The new storefront entrance will be a horizontally sliding door made of aluminum to match the existing storefront windows.  The property is located within the C-2-PD (Central Business) Zoning District and Planned Development Combining District.

 

 

 

PLN17-0068 1435 Stanton Street Unit B (Action Date 3-13-17)

 

The project consists of changing the size of one window on the front elevation of a multi-family building to accommodate a kitchen remodel. The window will be reduced in size to provide for a kitchen countertop. The window trim and style will remain the same and will match the windows throughout the home. The property is located within the R-4, Neighborhood Residential Zoning District.

 

PLN17-0088 1553 Webster Street (Action Date 3-13-17)

  

The project consists of lowering the subfloor by seven inches (7”) at the front entrance in order to reduce the slope of the entrance for ADA compliance. As a result, the entrance will require a taller door which will be provided with a metal kick plate. The project will provide new tiles on the bulkhead where necessary to match the existing bulkhead tiles. The property is located within the C-C, Community Commercial Zoning District.

 

RECOMMENDATION:

 

Staff recommends that the Planning Board accept this report.
