UNADOPTED MINUTES

SPECIAL SUB-COMMITTEE MEETING: The special meeting of the Alameda City/School joint sub-committee was held on the date and place mentioned above.

 

1.                     CALL TO ORDER / GENERAL INTRODUCTION: The meeting was called to order by Mayor Trish Spencer at 9:15 a.m. City Council Members, Board Members and their respective staff introduced themselves. The Following people were in attendance:

2.                     APPROVAL OF MINUTES: minutes from the June 27, 2016 City/School                                                                     Subcommittee Meeting:

 

A.                     The City Council and Board members approved the minutes from the June 27, 2016 City/School Subcommittee Meeting.

3.                     ORAL COMMUNICATION NON-AGENDA (PUBLIC COMMENT)

None.

4.                     CITY/SCHOOL DISTRICT ISSUES:    

A.  Rezoning of Food Facility Warehouse

Shariq Khan and Sean McPhetridge gave a brief presentation.  The District did a comprehensive analysis of it holdings and applied for a rezoning of the food facility warehouse and Thompson Field to provide flexibility for a comprehensive maintenance yards, proper space for a food facility, a regulation football field and District offices.  The District’s intent is to provide flexibility for options to use real estate assets to its advantage.  

                     The Assistant Community Development Director stated the City is processing the application, which is subject to an Environmental Impact Report (EIR).  Potential impacts need to be reviewed.  There is space for 80 to 120 housing units, including a 35% density bonus option.  Once the property is zoned Residential (R), housing could be approved for the site.  Nearby there are 670 units at Alameda Marina and 600 units at Encinal Terminals.  The process is the Planning Board recommends the rezoning to the City Council, which is done via ordinance, which requires two readings.  Most school sites are zoned R.  Any development project would still go through the Planning Board.  In the future, the zoning could be changed to be less dense. 

B.  Alameda Unified School District and City Coordination with Developers to Address Potential Impacts

School District staff indicated it is now formally part of the EIR and California Environmental Quality Act (CEQA) process.  The first notice was received for Alameda Marina.  The District provided a formal response, is very satisfied with the process and wants to ensure it will be ready for development and impacts.  An analysis of real estate and capacity will be presented to the School Board in February.  The District is not eligible for level 2 or 3 fees, and is only eligible for level 1 fees based on capacity. 

The Assistant City Manager requested the City be provided a copy of the demographic report.

                     District staff stated current projects are creating more capacity at Otis Elementary School and Alameda High School.  Projects need to be coordinated with future housing developments.  Since a State bond was just passed, no school district will qualify for level 3 fees.

                     The Community Development Director stated the City is working with the District’s demographer to provide development information.

                     The Assistant Community Development Director stated the City can present its annual Housing Report to the School Board to be included with the 2016 demographer’s report. 

                     District staff indicated the demographer’s report would go to the Board in January and the real estate analysis would be presented in February.  The Assistant Community Development Director stated the City’s annual housing report would go to Council in March or April.

                     Mr. McPhetridge stated the Districts hopes to “right-size” schools.  Boundaries may need to change.

C.  Discussion of Pool Maintenance and Emma Hood Pool

Mr. McPhetridge stated the City and School District should look at a joint solution for co-authorizing a bond or parcel tax.  The idea should be explored.

Mayor Spencer stated requested an agenda item be presented to Council.  The first step would be to discuss the matter at the priority setting. 

Mr. McPhetridge stated there might be other things of joint interest, such as employee housing.  Thanked the City for collaborating on the Encinal High School renovation and pool maintenance.

D.  Update on Kofman Auditorium

Mr. McPhetridge stated the auditorium is a resource for the community.  The District has to do earthquake and asbestos abatement next to the Kofman.  Work is being done behind the stage and around the auditorium.  The District cannot provide heat or restrooms.  There are ingress and egress issues.  The District offered the Alameda Ballet free use of the theater if they would pay for a portable restroom.  The Ballet could not afford it and stepped away.  The Kofman will not be available until January 2019.  Options to the Kofman include the Alameda Theater and Michaan’s Theater.

E.  Update on Miller School and Woodstock Child Development Center Sites

District staff indicated the District has submitted an application to the Navy to get the two facilities.  The Navy requires that children must move into the site within two years.  Singleton has major sewage issues.  It will cost $3 to $4 million to hook into the City’s sewer line.  Currently, the sewer is hooked into an unusable Navy line.  The District is negotiating with the Nevy for the timeline not to start until the sewer line is updated.  Developers will be responsible for building the sewer line.  Depending on how the negotiations process the District will either take possession and wait to develop after the sewer line is in place or tell the Navy no thanks. 

Board Member Harris stated this is why the District needs to rezone property in order to have funds for long-range planning. 

The City Manager stated the water will also be an expensive proposition.  Provided an example of the makers space building at the former Base requiring $5 million for its water tie-in fee.

Mr. McPhetridge stated the District is doing its homework to move and pivot for the future.  The District appreciates its relationship and partnership with the City.
